Infrastructure  Madam Speaker, last month hurricane-force winds destroyed large sections of the power grids in Ontario and Quebec, and floods inundated the West Point First Nation in the Northwest Territories and the Peguis First Nation in Manitoba. A report from The Globe and Mail showed that even more Canadian communities are at serious risk of flooding.

Canada National Parks Act  Mr. Speaker, I am proud to rise to speak to Bill C-248, a bill that would create Ojibway national urban park near Windsor, Ontario, put forward by the member for Windsor West. This initiative would combine lands owned by the federal government, the provincial government and the City of Windsor to form a priceless package that would protect an endangered ecosystem unique to Canada.

Questions on the Order Paper  With regard to the Black Entrepreneurship Loan Fund, since its inception: (a) why was the second phase of the program, which included a joint $128-million fund from Canadian financial institutions, dropped from the program’s total loan fund; (b) what efforts did the government make to ensure that financial institutions fulfilled their portion of the initial $291.3 million investment; (c) how many applications submitted (i) received full funding, (ii) received partial funding, (iii) were denied funding; and (d) how many entrepreneurs were expected to receive funding as part of the second phase of the fund?

Questions Passed as Orders for Returns  With regard to government funding for fiscal years 2019-20 to 2021-22 allocated within the constituency of South Okanagan—West Kootenay: what is the total funding amount, broken down by (i) fiscal year, (ii) department or agency, (iii) initiative, (iv) amount?

Questions Passed as Orders for Returns  With regard to the government's commitment in budget 2021 on interchange fees for small and medium-sized businesses: (a) what stakeholders did government representatives meet with since April 19, 2021, with the objective of (i) lowering the average overall cost of interchange fees, (ii) ensuring that small businesses benefit from pricing that is similar to large businesses, (iii) protecting existing reward points of customers; and (b) on what dates were the meetings referenced in (a) held?

Preserving Provincial Representation in the House of Commons Act  Madam Speaker, as the ultimate bastion of the French language in North America, Quebec plays an important role in the structure of our society. In the member's opinion, how important is Quebec's representation in the House to the survival of French in Quebec and Canada?

Business of Supply  Madam Speaker, the hon. member's riding includes Windsor, which is where my grandmother was born and raised. As he said, it is not a wealthy riding. I just checked, and the median income there is $31,000, which means more than half of his constituents were too low-income to benefit from the Liberals' much-vaunted tax cut for the middle class.

Business of Supply  Mr. Speaker, I outlined some of that in my speech. I would like to thank the member for Skeena—Bulkley Valley for allowing me to go on. We need to spend those monies on reaching this future with a clean economy. I mentioned interprovincial interties in electrical redistribution.

Business of Supply  Mr. Speaker, the answer to the member's question is, of course, “no”. We do not want to put oil and gas workers out of work. The oil and gas industry has been very good to Canada over the past decades. The member for Calgary Centre recounted in great detail how much benefit it has provided Canadians and Canadian workers.

Business of Supply  Mr. Speaker, obviously, the price of gas is at the top of a lot of Canadians' minds right now. It has gone up a tremendous amount. It has probably gone up $1 a litre since the war in Ukraine has changed the world markets. What I am looking for is a future that we are moving toward and planning for, which will create an energy market that is not so sensitive to world events.

Business of Supply  Mr. Speaker, when we left off for question period, I was talking about how Canada is uniquely positioned to become a renewable energy superpower. During the natural resources committee's study on critical minerals, we learned that Canada is the only nation in the western hemisphere with all of the minerals and metals needed to produce the advanced batteries, electric motors and wind turbine generators that will be needed in the low-carbon economy.

Business of Supply  Madam Speaker, in the latest budget, the Liberal government promises over $2 billion for carbon capture and storage projects for fossil fuel companies. That is more taxpayer dollars to companies that are doing very well. Imperial Oil is making more money than it has for 30 years.

Business of Supply  Madam Speaker, I am happy to rise today to speak to the NDP motion before us. The NDP has always focused entirely on helping Canadian families. The most important issues for Canadians right now are the affordability crisis, the impossibility of the housing market, the rising cost of groceries, the soaring price of gas and the more existential crisis of climate change that asks what kind of planet we are going to leave our children and our grandchildren.

Innovation, Science and Industry  Mr. Speaker, today an open letter to the Prime Minister, signed by nearly 300 top scientists and scientific organizations, highlighted that Canada's best and brightest graduate, post-graduate and post-doctoral students are living in poverty due to the inadequate funding they receive.

Online Streaming Act  Mr. Speaker, I would like to thank my hon. colleague for following up on the idea of supporting Canadian content. I am glad he mentioned The Beachcombers. I was disappointed when his colleague from Kingston and the Islands mentioned MC Hammer, because if one googles “MC Hammer Canada 1991”, the year we are talking about, all we will find is the fact that there was a big riot in my hometown of Penticton in 1991, after an MC Hammer concert, when the iconic peach concession stand was rolled into Okanagan Lake.
