Public Services and Procurement  Mr. Speaker, negotiations between the Canadian Coast Guard and Davie shipyard will begin tomorrow morning at 9 because we need icebreakers. Who said that? It was the Prime Minister himself. That was in Quebec City in January during the Prime Minister's tour. There has been radio silence ever since.

Public Services and Procurement  Mr. Speaker, more than 20 times— I am sorry. The Liberals are making the babies cry and I got distracted. Liberal ministers visited Seaspan and Irving more than 20 times, but made just two quick visits to Davie shipyard. Why do they have such contempt for workers? Why, when the shipyard successfully completed its work by the deadline?

Canada Labour Code  Madam Speaker, when it comes to harassment, there must be zero tolerance. We can draw inspiration from the mechanisms put in place to go even further than current laws and ensure that an independent third party investigates harassment cases and makes binding decisions to protect the victims.

Canada Labour Code  Madam Speaker, we have to set the highest standard in society since we are looked at as models. This tier of the issue, the harassment of staffers, has to be dealt with in a cautious and particular manner. That is why we feel we should prevent partisanship from being involved in that process.

Canada Labour Code  Madam Speaker, the member mentioned that we were the party that brought forward the victims Bill of Rights. What we want in the process and what we will be very keen on is to ensure we not double-victimizing people who may have been involved in a harassment situation. That is why we feel the independence of the third party involved in the investigation is a very important aspect.

Canada Labour Code  Madam Speaker, I am pleased to speak this afternoon to a bill that seeks to amend the Canada Labour Code with regard to harassment and violence. I thank my colleague from Provencher for making valid arguments and reiterating our party's position. We support the bill at second reading.

Canada Labour Code  Mr. Speaker, I applaud the minister for trying to make our workplaces free from harassment. I would also like to tell her that we will support this bill at second reading so that it can be improved in committee. The minister talked a lot about victims in her speech. According to this bill, victims must first go to their employer, but victims are sometimes afraid of going to their employer, since the employer may be involved in the harassment.

Public Services and Procurement  Mr. Speaker, I thank the Prime Minister for his Christmas wishes, but Davie workers would like a decision on Obelix. I ask for the unanimous consent of the House to table the Liberal defence policy saying we need two ships. That is written on page 35. We call that a naval task group.

Public Services and Procurement  Mr. Speaker, with the serious delays in the naval strategy and the decommissioning of the Preserver and the Protecteur, even the Minister of National Defence recognizes that there is a serious operational gap. His parliamentary secretary has called for the Obelix. It says in the Prime Minister's mandate letter to the minister and on page 35 of the Liberal defence policy that the minister must maintain the capacity of the deep-sea fleet.

Public Services and Procurement  Mr. Speaker, with the Preserver and the Protecteur out of service, there is an operational gap at the Royal Canadian Navy. We are talking about a decade. Even the Standing Committee on National Defence, on which the Liberals have the majority, has recognized this vulnerability caused by delays in the naval procurement strategy.

Public Services and Procurement  Mr. Speaker, the Liberal defence policy states that the Royal Canadian Navy must have two naval task groups, each with a joint support ship, thus two support ships. That is on page 34. There is a problem. With the loss of the Preserver and the Protector, there is no vessel that can currently serve as a support ship.
