I will read out the text of my amendment, which moves that Bill C-11, in clause 3, be amended by replacing lines 7 to 12 on page 5 with the following: served, including with respect to the languages in use within those communities and to their ethnocultural and Indigenous composition, and the high engagement and involvement in community broadcasting by members of those communities, including with respect to matters of public concern, This is an amendment that gives greater prominence to the role of community media.

Canadian Heritage committee  Madam Chair, I had a similar suggestion to Mr. Housefather's, so I will pass and say I would also support that subamendment and then the general amendment.

Canadian Heritage committee  Okay. Tell us quickly about the urgency of this legislation, Minister.

Canadian Heritage committee  Thank you very much, Mr. Chair. Thank you, Minister and Mr. Ripley, for being with us today with your testimony. We really appreciate your time in answering these questions. You touched on this point a little bit already through your testimony, but I think it bears elaboration.

Canadian Heritage committee  Just so I'm clear, after this bill goes through committee and all of the discussions and it goes to royal assent, there will be more consultation and more discussion with all the stakeholders, to make sure that the policy directive and the regulations are appropriate in doing what we want it to do.

Canadian Heritage committee  Perfect. For my second question, I want to deal with a topic you have touched on as well today—social media. We know it's an incredible tool. It has changed our society over the past couple of decades. We've heard witnesses talk about how they are using social media to connect with international audiences.

Canadian Heritage committee  Thank you very much, Mr. Coteau. Thank you, Madam Chair. Through you, I would like to thank the witnesses as well for being here today. I think so far today we've established that Oorbee Roy will not have to send her skateboarding videos to you to be approved before she can post them online, and I thank you for that clarification.

Canadian Heritage committee  We know that algorithms are a key part of platforms' value propositions. Are you going to tell the platforms how to make Canadian content discoverable?

Canadian Heritage committee  Thank you very much. Mr. Sonoda, thank you for joining us today as well. You guys spoke very eloquently about the state of Canadian arts and culture and how you've seen a decline over the past few years. Can you just give us a little bit of context about the 1991 Broadcasting Act that's already in place supporting Canadian content, and what that's done to our arts and culture in this country to date?

Canadian Heritage committee  My follow-up question would just be, how urgent is a modernization of the Broadcasting Act in your opinion?

Canadian Heritage committee  Thank you very much, Madam Chair. Thank you to the witnesses for your testimony today. I think I would just like to stick to the same idea that we've been talking about, namely, gatekeepers. I'd like to go back to Ms. McGuffin, because you did speak very eloquently in your opening statement about the scare tactics that we're seeing from some of the platforms right now.

Canadian Heritage committee  Thank you. Maybe Catherine Edwards would like to weigh in. I saw you nodding your head a lot with some of the testimony earlier. What do you think about the power of platforms to perform gatekeeping roles?

Canadian Heritage committee  Could you expand a bit on that point.... I lost my train of thought there. Okay. Let me move on to CUPE. The Broadcasting Act dates from 1991. Can you tell us how this act has protected arts and culture in Canada? Has the Broadcasting Act played an important role in Canada?

I would like to start with either Mr. Fortune or Mr. Perreault, from the independent broadcasters group. I know that you represent small broadcasters, and in your opening remarks you touched on the environment for small broadcasters being up against international platforms.

Canadian Heritage committee  I know it may be straightforward and simple, but could you describe for us why it's important to support local independent broadcasters as well as the big guys?
