Government Policies  While the Conservative leader says that he does not think governments have a role to play in lifting people out of poverty, the Conservatives in Ontario, under Doug Ford, seem to think they do have a role to push people into poverty. In fact, let us take a look at some of the cuts that have been made. They have cut minimum wage for young people. They have cut social assistance for people with disabilities.

Carbon Pricing  When I look at the Parliamentary Budget Officer's report, he confirmed that eight out of 10 families in the member's own province would be better off as a result of our plan. I would also direct the member to recent reports that show that Doug Ford's plan in Ontario to fight climate change is less effective and twice as expensive for Canadian households. We found a way to bring emissions down, have incredible job growth, like we witnessed in the province of British Columbia just last month, and make life more affordable for his constituents.

The Environment  Speaker, I would take the criticism seriously if it came from a member of a party that actually had a plan of their own to talk about. Do members want to see what Conservative climate action looks like? We can look at Doug Ford in Ontario, dismantling flood protection, showing up at a flood zone and saying, “Oh, gee, I wonder what this is all about.” Jason Kenney in Alberta had to shut the vents of the provincial legislature while they were debating the repeal of the carbon pricing legislation.

Budget Implementation Act, 2019, No. 1  The government is already imposing higher taxes on Canadians as a result of its inability to control spending and people are worried that if that spending does not get under control, we are going to see higher taxes in the future. My friend from Winnipeg North spoke a lot tonight about his favourite politician: Doug Ford. I would like to take us back to how Ontario got the challenges that it faces. I will share a little about my own province as well. In Ontario, there were successive Liberal governments under Dalton McGuinty and Kathleen Wynne.

Budget Implementation Act, 2019, No. 1  I did make one Freudian slip when I said “Stephen Ford”. That was not factual. It is actually “Stephen Harper and Doug Ford.” I apologize for that. However, everything else is a true reflection of reality. It is interesting that when it came right down to the member's question, he asked about balanced budgets.

The only change is the incredible amount of influence that Doug Ford has with the Conservative Party. The Premier of Ontario now sits on that small circular table with Stephen Harper and the current Conservative leader.

Budget Implementation Act, 2019, No. 1  This is what has helped raise 300,000 children out of poverty in this country. Instead of making cuts like the Conservative government of Doug Ford in Ontario, our government is investing. We have invested billions of dollars in the national housing strategy and the renewal of labour market development agreements in infrastructure projects and in health care, all of which will help reduce poverty in this country.

I hear the parliamentary secretary got in trouble with Premier Doug Ford when he called for him to be whacked, although I did say “whack-a-mole”. This is a policy tool. I am not saying people in housing should not be worried about what the government is doing in budget 2019, because the government has now given an answer to the problem.

Official Languages  Speaker, francophones in Ontario and across the country know full well that our government is there for them. It was the Conservatives who let them down and decided to protect Doug Ford in Ontario, rather than protecting francophones across the country. It goes without saying that we will always stand with our linguistic minorities. We invested $2.7 billion in linguistic minorities.

Social Development  In the city of Ottawa alone, the increase to fight indigenous homelessness is $8 million. The NDP has now chosen to follow Doug Ford with slogans about housing, with no program design, no mention of indigenous people and no dollar signs attached to it. They can print all the bumper stickers they want. The reality is that housing advocates need two things: funding and flexibility.

The Environment  The truth is that we have a climate emergency and we need to take action on climate change. Inaction costs us even more. We just found out that Doug Ford's “climate plan” is actually costing twice as much as our federal climate plan. Taxpayers are paying more to do less. We need to take action on climate change. Why will the Conservative Party not recognize that the environment and the economy go hand in hand and that we need to take action for the future of our kids?

Carbon Pricing  If we look at what is happening in Alberta right now, we see that forest fires are starting even earlier. I have another fact. It was found that Doug Ford's climate plan costs twice as much to do less. It costs twice as much money for taxpayers. Taking action on climate change is something we need to do. We can do it in a way that makes life affordable, creates good jobs and ensures we do not leave the biggest debt to future generations through inaction on climate change.

Budget Implementation Act, 2019, No. 1  For example, we just asked about the stress test, and I can appreciate the concerns related to that, but there are two other areas I think Canadians deserve some clarity on. We are still waiting for the Doug Ford approach on what the Conservative Party nationally is going to be doing on the environment. We are told that it will be at the end of the month. I guess Mr. Ford and the Conservative brain thrust here in Ottawa are meeting to come up with that on June 28.

Business of Supply  Because the Conservatives refuse to tell us what austerity measures they will take, the only reference point we have is to see what Doug Ford has done in Ontario. We know that the Leader of the Opposition and Doug Ford are pretty tight, since we have seen pictures of them hanging out and they have had several meetings. I can only assume that the Leader of the Opposition is taking his direction from Doug Ford.
