Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I know those are big numbers, but in the grand scheme of the federal government's budget, $600 million rounded up is zero. Recovering $600 million is a drop in the bucket when it comes to a problem as big as tax evasion and tax avoidance. Not to mention that the government actually encourages it.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I wish I could say that it is with great enthusiasm that I rise today, but for me to be truly enthusiastic, I would have had to see something new in the economic update. There really was not much there. As my colleague from La Prairie said earlier, it merely dusts off and updates some old legislation.

Public Sector Integrity Act  Madam Speaker, I can assure the House that I am acting in good faith, and I presume the members opposite are doing the same. That is why I hope they will support the bill. Having said that, I hope it is not a coincidence that when Bill C‑290 was introduced, the government suddenly decided to review that legislation.

Public Sector Integrity Act  Madam Speaker, since I was not here over the past few years, I will not pass judgment. That being said, private members' bills are useful. Through these bills, MPs are sometimes able to focus on important legislative aspects with the help of people around them. The government has its hands full, what with the pandemic, inflation and the upcoming recession.

Public Sector Integrity Act  Mr. Speaker, I do not want to be evasive, but I am not going to go into detail in answering my colleague's question because it is a matter that I know very little about. Furthermore, it is a matter that is somewhat peripheral to the bill. My colleague told us that, to some extent, there is a lack of confidence in our institutions.

Public Sector Integrity Act  moved that Bill C‑290, An Act to amend the Public Servants Disclosure Protection Act, be read the second time and referred to a committee. Mr. Speaker, I thank my colleagues for being here today. There is nothing more important for a government than an ethical, competent and responsible public service, and we must value the work of our public servants.

Cost of Living Relief Act, No. 2.  Mr. Speaker, sometimes there is a lot of invective thrown around in the House. Earlier, those on the NDP side of the House said we were playing politics with families. The experience I had at the Standing Committee on Health was that the Bloc Québécois wanted to hear witnesses and work for Quebeckers.

Cost of Living Relief Act, No. 2.  Madam Speaker, during the Quebec election campaign, groups that have been calling for expanded dental coverage for years held a press conference the same day that Bill C-31 was released, which clearly has not changed. They basically said that the bill was all nonsense. Quebec parents will be ineligible for much of the care, not all, but a large amount of care, because Quebec has already taken some steps.

Cost of Living Relief Act, No. 2.  Madam Speaker, we are talking about the children of Quebec, so we must try to be non-partisan when it comes to this issue. We did not have enough time to contribute and reason with the government about the right way to respect Quebec's programs. Simply put, Quebec already has a program that provides this care.

Cost of Living Relief Act, No. 2.  Madam Speaker, I could understand why the government might want to use a procedure like closure, although maybe not the super closure motion, if there were a filibuster at least. The bill we are debating contains so many flaws. In a minority government, we could have worked with the opposition to improve it.

Cost of Living Relief Act, No. 2.  Madam Speaker, there are 338 members in the House. We were elected by people who went to the polls and asked us to work for them in a constructive manner to develop better public policies, better transfer programs, to improve their quality of life and the quality of services. I am utterly convinced that despite our different views on a number of things, the 338 people seated here today are here for the right reasons.

Cost of Living Relief Act, No. 2.  Madam Speaker, I would ask the consent of the House to share my time with the eminently honourable member for Joliette.

Cost of Living Relief Act, No. 2.  Madam Speaker, we had a good, constructive opposition day this week. Throughout the day, both Liberal and Conservative members told us that there was no time to talk about such important issues in the House. I would like to ask the member for Regina—Qu'Appelle if he believes that the fact that the Liberals and the NDP tripled the number of closure motions in the House leaves us more time to debate such important issues as the monarchy.

Dental Care  Mr. Speaker, the government's dental cheque scheme is supposed to provide relief for families facing the rising cost of living. That is the title of this bill: the cost of living relief act. However, if the Prime Minister really wanted to help families, he could have increased family allowances, and all families would have benefited.

Dental Care  Mr. Speaker, the the worst part is that a dental cheque discriminates against Quebeckers, who already pay taxes in Quebec to cover the cost of dental care for children. The bottom line is that Quebeckers have 23% of the children but will get 13% of this federal money. That means about half of the children in Quebec will not be covered by the NDP-Liberals' poor excuse for a program.
