Business of Supply  Madam Speaker, I have to say that I am just furious, and disappointed, hearing the arguments from my colleagues today. We are talking about initiatives and policies that correct the under-representation of marginalized groups of people, and the Bloc wants to take away those policies.

Questions Passed as Orders for Returns  With regard to federal transfers through the Low Carbon Economy Fund from April 1, 2021, to March 31, 2022: (a) how much funding has been allocated, broken down by (i) grants and contributions, (ii) province and territory; (b) how much has actually been transferred since April 1, 2021, broken down by (i) grants and contributions, (ii) province and territory; and (c) for each transfer payment identified in (b), what is the potential to reduce greenhouse gas emissions?

Questions Passed as Orders for Returns  With regard to the $8 billion Net Zero Accelerator initiative of the Strategic Innovation Fund: (a) how many potential applicants have submitted a statement of interest to date, broken down by (i) small and medium-sized businesses, (ii) large businesses, (iii) province and territory, (iv) potential to reduce greenhouse gas emissions; (b) how much has been spent to date, broken down by (i) business name, (ii) province and territory; and (c) of the funding in (b), what is the cost per tonne of greenhouse gas emission reductions for each applicant funded?

Online News Act  Mr. Speaker, this bill is important, and it is so important that we make web giants pay their fair share. It is also important that we learn lessons from other countries. The member mentioned Australia, and I want to follow up on the question from my colleague in the Bloc. We have seen in Australia that Facebook and others have been entering into revenue agreements with the large publishers.

Online News Act  Madam Speaker, this bill is important. It is important to ensure that web giants such as Facebook, Meta and Google pay their fair share. When I think about the Canadians watching the debate and the constituents of our Conservative colleagues watching this party obstruct not only this bill but so many more before it, I imagine they are disappointed.

Business of Supply  Madam Speaker, I would encourage the member to look at the WTO's definition. It is a internationally recognized definition of what a subsidy is. It includes those kinds of loans and public financing supports to a specific sector that convey a benefit. If we take internationally recognized definitions, such as the WTO's or the UN's, we would actually be including things like the government's recent $10-billion loan for the TMX pipeline.

Business of Supply  Madam Speaker, I am incredibly proud that my NDP colleagues and I have pushed the government and used our power in a minority Parliament to not only secure the largest expansion of health care in a generation, but also to secure commitments to a just transition on low-income energy retrofits and on reducing emissions.

Business of Supply  Madam Speaker, in 2019 the Liberals promised to eliminate fossil fuel subsidies. Instead, they increased them. The Liberals have been in power for almost seven years and have been increasing fossil fuel subsidies to the tune of, on average, $900 million each year. That is just the increase.

Business of Supply  moved: That, given that, (i) Canadians are paying almost $2 per litre of gas at the pump, (ii) oil and gas companies are making record profits, (iii) Canada spends 14 times more on financial support to the fossil fuel sector than it does for renewable energy, the House call on the government to: (a) stop using Canadian taxpayers’ money to subsidize and finance the oil and gas sector, including by eliminating financing provided through Crown corporations such as Export Development Canada, and excluding oil and gas companies from the $2.6 billion Carbon Capture Tax Credit, by the end of 2022; and (b) re-invest savings from both these measures in renewable energy and in help for Canadians struggling with the high cost of living.

Natural Resources  Mr. Speaker, the Liberals just approved a new $10-billion loan guarantee for TMX. Instead of supporting workers in the transition to the green economy, the government is continuing its failed approach and handing over billions to big oil. The Liberals should never have bought the pipeline.

Points of Order  Mr. Speaker, there have been consultations among the parties and, if you seek it, I hope you will find unanimous consent for the following motion, that given that we are in a climate emergency and Canada spends 14 times more on financial supports to the fossil fuel sector than it does for renewable energy, the House call on the government to eliminate all subsidies, public financing and other fiscal supports to the oil and gas sector before the end of—

The Environment  Mr. Speaker, today, 112 organizations wrote a letter saying fossil fuel subsidies are undermining our climate goals. The government is fuelling the crisis, handing out billions of dollars to big oil and gas. Today, the minister defended his newest subsidy citing the IPCC, but the Liberals lobbied to highlight this flawed approach.

Passport Canada  Madam Speaker, Canadians are finally able to travel and to see loved ones again, but there are huge delays. The passport system is broken. Canadians are waiting hours in line at passport offices, making multiple visits, only to be turned away. This week many constituents have reached out to my office desperate for help.

National Strategy Respecting Environmental Racism and Environmental Justice Act  Madam Speaker, I am thrilled to support this bill. Environmental racism is a pressing issue in Canada and addressing environmental injustice is one of the reasons I got into politics. This is a priority for me and for my New Democrat colleagues. I want to thank the member for Saanich—Gulf Islands for bringing this bill forward and for bringing this important issue back to the House.

National Strategy Respecting Environmental Racism and Environmental Justice Act  Madam Speaker, I thank the member for Saanich—Gulf Islands for putting forward this bill. The member briefly mentioned what the U.S. is doing, and I am wondering if she could speak a bit more about the models the U.S. has for tackling environmental racism and environmental justice and what we can learn from them.
