Budget Implementation Act, 2019, No. 1  Mr. Speaker, in his speech the member mentioned the investments in Canada, which we are very proud to be presenting in our budget at a time when the Ontario provincial government is blocking intakes of federal funds into municipalities, including in his riding. We are now looking at ways of getting around that through the Federation of Canadian Municipalities to try to get projects on track for this construction season.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, I thank the Parliamentary Secretary to the Minister of Finance for finally getting us speaking about the budget after all the diversions we have had over the last few weeks. The previous government added $153 billion to the national debt and there was little help for climate change initiatives, social housing, mental health or, in fact, the economy, which grew slower than it did under R.B.

Guelph Police Service  Mr. Speaker, this week as Ottawa hosts the annual Canadian Police Association Legislative Conference, I want to recognize outgoing Guelph police chief Jeff DeRuyter, who recently announced his retirement after 35 years of police service. Jeff was committed to community engagement and attended many community events with his wife Connie, particularly in Guelph's many newcomer communities.

The debate has moved as the committee study went through. The bill came back and we had some amendments this week that we also had the opportunity to discuss.

Corrections and Conditional Release Act  Mr. Speaker, the hon. member across the way is my neighbour just to the west of Guelph. We share an institution that we both have visited on many occasions. One of the concerns I heard when I was at the institution was that the previous government had cut funding and cut the positions of the officers, who he is saying need to have protection.

Corrections and Conditional Release Act  Madam Speaker, I am rising today to speak in support of Bill C-83. The role of our corrections system is to keep Canadians safe by managing people who have received criminal sentences of two years or more. In most cases, that involves preparing them for safe and successful reintegration into our communities, which obviously is a very difficult task.

Corrections and Conditional Release Act  Madam Speaker, the summary by the hon. member across the way at the very end was interesting in its reference to less money for the RCMP and correctional services. Is the previous government's $300-million cut to correctional services and the RCMP, as well as cuts to emergency services, the route he wants us to take, similar to what the previous Harper government had done?

National Defence Act  Madam Speaker, the proof is in budgets and the proof is in investing dollars in supports that are needed. The previous government was cutting services, cutting Veterans Affairs offices and cutting mental health supports. Would the member across the way agree that investments in mental health, such as the new mental health centres of excellence that we have opened and the restoring of the support offices, are a good way to head, and that we need to put budget money forward to support our veterans and our military personnel?

Corrections and Conditional Release Act  Madam Speaker, I do not know where to start with a speech like that. I thank the hon. member for providing some fiction and entertainment this afternoon. However, when we look at what the previous government did between 2012 and 2015, it cut $300 million from Correctional Service Canada.

It is in contrast to previous governments wanting to build large jails and locking everybody up versus investing in the system and the people operating within our correctional services.

He mentioned mental health when winding up his comments. Improving mental health in Canada is one of the most important goals we have as a government. Our efforts should not neglect the criminal justice system when it comes to mental health.

On Monday, our government announced $22.7 million in funding to support 37 research projects across the country through Genome Canada. Could the Minister of Science and Sport tell the House how our support for research will help improve the lives of Canadians?

Building Bridges  Mr. Speaker, as we come together in our new Parliament Building, I want to also recognize an event that brings people together in Guelph. Earlier this month, the Muslim Society of Guelph hosted the third annual Building Bridges event. With support from Canadian Heritage Canada, this event celebrates Guelph's diversity and inclusion, led by the Muslim Society along with members of other faith-based groups, NGOs and cultural groups, to gain awareness of the important contributions and connections that build bridges between groups in our community.

Divorce Act  Mr. Speaker, last year I held an all-party round table that looked at adverse childhood effects and the mental health of children. Something that came up in that round table was the indigenous cultural focus around children. If we can do things for children, the rest of our society benefits and benefits in future years.

Business of Supply  Mr. Speaker, I hear the Conservatives continue to talk about investments as if everything happens on the general ledger and everything has to have an immediate response, where really, the investments are coming from Canada's balance sheet, looking at investing in our economy to create growth and show the positive results we are seeing.
