Corrections and Conditional Release Act  Mr. Speaker, specific details relating to budgetary costs of Bill C-83 and the changes that it will bring about I believe will be announced soon, as my colleague knows. I take great interest, however, in his focus on the Conservative era in office, the most recent reign of conservatism in Canada at the federal level.

Corrections and Conditional Release Act  Mr. Speaker, the hon. member quite rightly raises the issue of indigenous incarceration. I had the honour of serving on the public safety and national security committee last year, which studied that very issue. I am sure she is aware of this, but I would ask the hon. member to again review the sections in the proposed bill, Bill C-83, that focus on bringing to life what was called for in the landmark decision of the Supreme Court, the Gladue decision of 1999, almost 20 years ago.

Corrections and Conditional Release Act  Mr. Speaker, I appreciate the opportunity to speak today in support of Bill C-83. Among other measures, the bill proposes to eliminate segregation from federal correctional institutions, and would do it in a way that protects the security of correctional institutions. The reality of any correctional environment is that certain inmates at certain times will need to be separated from the rest of the inmate population.

Infrastructure  Mr. Speaker, for too long, our country's trade with the United States through the Detroit-Windsor corridor has been limited by a lack of capacity. With only one bridge, which is privately owned, the flow of people and goods has not been as efficient as it could and should be. My constituents and all southern Ontarians know this first-hand.

Western University  Mr. Speaker, last week, the Minister of Science and Sport accompanied me to Western University for the grand opening of its new engineering building, for which I had the honour to announce, on behalf of the Minister of Innovation, Science and Economic Development, a contribution of $22.5 million in September 2016 under the post-secondary institutions strategic investment fund.

Firearms Act  Mr. Speaker, I would invite the member to look at the blues of the proceedings of the committee on public safety in which two things happened. The MP for Red Deer—Lacombe, who spoke earlier tonight, is a member of the committee. He said outright at committee, “everybody at this table agrees that this”, Bill C-71, “is not a registry.”

Firearms Act  Mr. Speaker, I listened with interest to the hon. member talk about his understanding of the bill. I have before me a quote from a gun vendor, an actual business person who has talked about the bill and his understanding of it. How does the hon. member feel about this interpretation?

Firearms Act  Mr. Speaker, the hon. member mentioned, implied, in fact, that individuals should not be held accountable for the acts they carried out when they were 18 years old. He referenced a specific age. What if an individual happened to commit an act of violence, say domestic abuse against a wife or abuse against a child?

Business of Supply  Mr. Speaker, what we should not shy away from in this House is telling the people of Canada how we feel about climate change. I have a simple two-part question for the member. First, how does he feel about climate change? Does he believe that it is actually happening? Is the planet getting warmer?

Fisheries Act  Madam Speaker, I have two questions for the member, and they are very simple. Does he believe that the world is getting warmer, and does he believe that climate change is a human-made phenomenon?

Business of Supply  Mr. Speaker, the hon. member is a member of a party that apparently champions the needs, interests, and concerns of the working class. I wonder what he would say to Alberta oil workers who are going to rely upon and are looking forward to the twinning of the pipeline. The second point is, does he support oil travelling by rail?

Budget Implementation Act, 2018, No. 1  Mr. Speaker, I know my colleague has a background in finance and investment banking, and in his speech he spoke about the importance of supporting the middle class. In particular, he mentioned the Canada child benefit, which has done so much to strengthen the Canadian economy and attack the problem of child poverty.

International Development  Mr. Speaker, the serious crisis in Myanmar is a tragedy that requires an urgent response. The humanitarian situation is precarious, with camps and settlements vulnerable to flooding and landslides during the monsoon season. Congested living conditions continue to increase the risk of disease outbreaks, and more Rohingya are crossing the border into Bangladesh every day.

National Nursing Week  Mr. Speaker, it is my pleasure to rise and highlight National Nursing Week. In my community of London, Ontario, we are privileged to have a significant number of dedicated and talented health care professionals. Whether it is the London Health Sciences Centre, St. Joseph's Health Care, the Middlesex-London Health Unit, Victorian Order of Nurses, long-term care facilities, or any of the other locations where nurses work hard every day, we can rest assured that they will be there to provide care in our most vulnerable of moments.

Customs Act  Madam Speaker, the member makes a very good point. I have the privilege of working with him at the public safety committee. He brings a great deal of insight to that committee because of what he did in his previous life, if I can put it that way. As I said, this puts us in line with our allies, particularly the Five Eyes.
