National Defence Act  Madam Speaker, the bill is really about that. I talked about the evolution of putting it more in line with the similar supports and processes which people outside of the military go through. This is about that. We find that within the miliary, just like outside the military, not every case should be treated the exact same way, given the different significance of what was inappropriately done.

National Defence Act  Madam Speaker, I know the member for Selkirk—Interlake—Eastman would not overly criticize this bill, considering that earlier he said it is a complete replica of the Conservative bill that was introduced by the previous government. I am sure any criticism he might make about it now would equally apply to the former bill.

National Defence Act  Madam Speaker, I would like to inform you that I will be sharing my time with the member for Davenport. It is great to be in this chamber today and to hear the overwhelming support from all sides of this House on this very important piece of legislation. It is an honour to rise in the House today to share my thoughts on how the government is supporting victims of inappropriate conduct by members of the Canadian Armed Forces.

National Defence Act  Madam Speaker, I want to go back to the part of the National Defence Act that the hon. member was attempting to remove at committee. I am a member of that committee and have had a great working relationship with the hon. member over the last three and a half years. I think it is germane to note that it was not the Liberals who attempted to remove this section; in fact, it was a ruling of the chair.

National Defence Act  Mr. Speaker, in response to the previous question I asked as to whether or not the member will be supporting this legislation, I really did not get a clear answer. She just spoke of problems that she sees with the bill. I am going to assume that she is going to support it, because other Conservative members have said that they will be supporting it.

National Defence Act  Mr. Speaker, I listened to the hon. member across the way with interest. She spoke a lot about various different aspects of the military, and the operations and what was going on. As we bring it back to Bill C-77, this legislation really goes a long way to declaring rights for victims and ensuring they have the supports they need in order to receive the fair treatment they deserve.

National Defence Act  Mr. Speaker, the bill is very similar to a bill that the former Conservative government introduced in the dying days of the last session of Parliament, literally within days. The member would know perhaps better than most, given his extensive experience, how long it takes to get a piece of legislation through the House, going through the various processes, then over to the Senate and then back for final royal assent.

Canada–Madagascar Tax Convention Implementation Act, 2018  Mr. Speaker, while the opposition would like to focus on other matters, the reality of the situation is that this government is bringing in good legislation that will have a meaningful impact on people in communities throughout the country. The member spoke about his riding of Winnipeg, but how does he see this translating throughout the country?

Corrections and Conditional Release Act  Mr. Speaker, there has been a lot of discussion in this place today, in particular criticism coming from the other side of the House, with respect to the process by which this legislation has gone through the House and, by design or by default, into the committee. This member took great extent to talk about it exactly and he highlighted how that committee structure worked so well, how concerns were being brought forward and the bill was amended at that time to reflect those concerns.

Corrections and Conditional Release Act  Madam Speaker, it is worth noting that the courts in both British Columbia and Ontario have struck down the administrative provisions for segregation. If those laws take effect, which they are scheduled to do in the coming months, it would make segregation no longer an option. I find it extremely concerning that the Conservatives continue to support this approach.

Corrections and Conditional Release Act  Madam Speaker, in his speech the member talked about the role of government and how one of the most, if not the most, important role of government is to keep its citizens safe. I could not disagree with him more. On this side of the House, we believe that when people are incarcerated, we as society have a role to properly rehabilitate individuals so they can be reintegrated into society as productive contributing members of society in those communities.

However, approximately one minute into his speech, he said, “I have risen to speak to this legislation a number of times,” as members can review through the record.

Corrections and Conditional Release Act  Mr. Speaker, I listened with great interest to the speech of my Conservative colleague. I am really struck by the sudden interest the Conservative Party has in those who would be affected by the legislation, namely the prison guards, and their work conditions. Where was the former government when it came to the massive increase in double-bunking and the cries from the guards at the time to do something about that?

Corrections and Conditional Release Act  Mr. Speaker, this legislation underscores the difference between a Conservative approach to corrections and a Liberal approach. As Liberals, we believe in integration and rehabilitation, knowing, as the minister said, that at the end of the day inmates are going to come back out into society and we want them to be transformed into productive and contributing members of society.

Business of Supply  Madam Speaker, as has been mentioned many times in the House, the Prime Minister has indicated that he is seeking legal counsel from the Attorney General regarding his ability to waive the privilege that currently exists. As I indicated in my speech, it is absolutely imperative that we ensure that people are properly protected so that what is discussed in the public does not impact a particular court case.
