Agriculture committee Thank you very much, gentlemen, for being here. On a personal note, I find this quite exciting, and I'd like to have a chance to visit one of these plants if the opportunity ever arises. My questions will be at two levels. One is a general philosophical question and a couple are specific questions.

Agricultural Marketing Programs Act Mr. Speaker, like my hon. colleagues, I support Bill C-15. I will not reiterate what has already been said by my hon. colleagues about what we need to do for our farmers. The main thing is they are now getting some help, and that is good. One concern is that it will increase the debt load.

Agriculture committee Thank you, Mr. Anderson. Just to follow up on that point, before I move to Mr. Atamanenko, have you ever done a forensic audit? Has that ever been called for?

Agriculture committee Thank you. I just want to point out the fact that my colleagues here today are saying it is rural existence—the survival of our rural life—which is at stake. Without the political will, we can justify everything we say. For example, we can say that there are fewer dairy farmers because of the way the market is changing.

Agriculture committee Just before we move back to this topic, in British Columbia, for example, the fruit growers are considering anti-dumping regulations for the apples coming in. Who would that go through, or who deals with that? What's the process if, for example, the fruit growers feel there's dumping going on with apples coming into British Columbia?

Agriculture committee To your knowledge, has this been done recently?

Agriculture committee Thank you. I guess I still have some time left and can continue.

Agriculture committee Okay, I'll ask one of the questions I have here in front of me. Since Canada's dairy farmers are responsible for certain costs associated with the storage of skim milk powder, the more imports there are of dairy ingredients that displace skim milk powder, the more farmers' costs increase.

Agriculture committee The second motion, I'm sorry. Now we have motion number two. Mr. Atamanenko, do you have any points to make on that?
