Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, I am pleased to rise at the closing hours of debate to raise with the member for Edmonton West some fundamental questions about where we stand as a country. While I vote against this resolution, I do applaud the removal of the CF-18s. I do not think we have any evidence that the CF-18s had any hope whatsoever of eradicating the force called the Daesh.

I was offended earlier when this gentleman suggested people were asleep across the way. No one is asleep. We are all listening to the hon. member.

Petitions  Mr. Speaker, I have the honour to rise in the House to present three petitions. The first petition is on an extreme form of bullying and is perhaps appropriate on Pink Shirt Day for anti-bullying. The petitioners call on the House to help stop torture. They are calling on Canada to ratify the Optional Protocol to the Convention Against Torture, which has been ratified by many countries, such as Germany, the United Kingdom, Norway, and Denmark.

Petitions  Mr. Speaker, the second petition from constituents in my own riding calls on Parliament to work toward a national pharmacare plan to reduce drug costs through bulk buying of pharmaceuticals and to reduce the cost through evidence-based research to ensure that drugs are also effective.

Indigenous Affairs  Mr. Speaker, in the dying days of the federal election campaign, 14 permits were issued by Fisheries Canada and Transport Canada to allow the construction of the Site C dam in northern B.C. on the Peace River. It is highly controversial and manifestly opposed. Its sole purpose is to provide electricity for LNG development.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, I thank my friend, the parliamentary secretary to the government House leader. He is quite right that if it were not for the inclusion of mid-air refuelling capacity for bombers and reconnaissance missions to aid others in targeting bombing, I would support the resolution.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, again, the position that I take on this is that air strikes are never going to end the war in Syria, nor will air strikes ever end the horror of Daesh. What do we do instead? I would say, for example, since I have an opportunity with this question, that we should do much more to support those few governments in the region that still bear the name “government”.

The government's plan does not say anything about curbing black markets. I asked that question when members of the opposition parties participated in a teleconference with National Defence experts.

Canada's Contribution to the Effort to Combat ISIL  Mr. Speaker, I am not saying that we should not have military forces engaged. Not at all. I do not believe the situation is one where we should stay on the sidelines and watch this horrific organization increase in its capabilities. However, as I said before, sometimes in looking at these issues, it is almost like a physician's credo: first, do no harm.

Contrary to the implications in some of the speeches we have heard in this place since the government's motion was put forward, this is not a black and white issue.

Business of Supply  Mr. Speaker, I have to say I am disappointed to hear from my friend, the hon. parliamentary secretary, that the Liberal government proposes to vote for this motion. It is not necessary to support the boycott, divestment, and sanctions movement to recognize that this motion seeks to label all of those who support that effort as engaging in the “demonization” of Israel, and labelling them as anti-Semitic.

Business of Supply  Mr. Speaker, I am pleased to have an opportunity to rise on this motion. I will not be supporting it, but I want to make it very clear that the Green Party and I personally do not support the BDS movement. There is a Green Party in Israel which is consulted with frequently, and its view is that it would prefer that Green parties around the world do not support calls for boycotting Israel.

Canada's Contribution to the Effort to Combat ISIL  Madam Speaker, my question for the hon. member for Selkirk—Interlake—Eastman is whether or not members of his party have such a short memory that they do not recall the bombing of Libya. The bombing of Libya was insisted upon and, unfortunately, I was the only member of Parliament to vote against the continued bombardment in June, 2011.
