Corrections and Conditional Release Act  Mr. Speaker, I appreciate the opportunity to speak in the House and to participate in today's debate on Bill C-83. This piece of legislation will transform our corrections system. Ultimately, we want to promote safety and security, both in and out of our federal institutions. The bill also prioritizes rehabilitation as a key factor in achieving this objective.

Corrections and Conditional Release Act  Mr. Speaker, I am impressed by my colleagues' speeches and by the fact that the amendments came from every party. I would like to ask my colleague which measures involve the correctional officers and health care professionals who work directly with the inmates.

Vents d'espoir  Mr. Speaker, I rise to recognize the courage and contribution of a remarkable woman from Saint-Rémi named Sylvie Boyer. Sylvie is a mother, dairy farmer and dedicated volunteer who is slowly but surely being recognized for her commitment to mental and physical health. In 2014, after her two children suffered head traumas, Sylvie made it her mission to improve the well-being of people with brain injuries and people with disabilities by establishing the first multi-purpose complex dedicated to that cause in Montérégie.

Regional Economic Development  Mr. Speaker, we understand the importance of investing in our regions. The Conservatives want to cut our infrastructure investments in Quebec, but we support all regions in the province and across the country. Can the Prime Minister tell us about the most recent announcement made in Shawinigan to encourage economic development in Quebec?

Canada Child Benefit  Mr. Speaker, our government was elected in 2015 on the basis of several promises we made, including the Canada child benefit, which is tax-free and more generous for the people who need it than the benefits provided by the previous government. The Canada child benefit is making a real difference in Châteauguay—Lacolle because it is helping families meet their needs while also driving our local economy.

Marguerite D'Youville  Mr. Speaker, Marguerite D'Youville was certainly a forward-thinking woman. Born in the early 18th century, she founded the religious order of Grey Nuns, who ran the Montreal General Hospital, among other things. Under her leadership and expertise, the Grey Nuns purchased the Saint-Bernard Island seigneury in Châteauguay in order to farm the land and run a mill, while at the same time respecting the environment and maintaining harmonious relationships with the first nations and the settlers.

Health  Mr. Speaker, October is Autism Awareness Month. It is an opportunity to learn more about autism and how we can help people living with autism and their families and friends. Autism spectrum disorder is a condition that remains misunderstood by many people. Can the Minister of Health tell the House about the measures the government is taking to raise awareness and help families?

Agriculture and Agri-Food  Mr. Speaker, our government knows that sound public investments in science, research and innovation will help our agricultural industry remain prosperous and sustainable. Could the Prime Minister give the House an update on the government's investments in agricultural science?

Impact Assessment Act  Mr. Speaker, I listened with interest to my hon. colleague's speech. The environment and respect for the environment are very important to my constituents. In my riding, people care about protecting our river and our land and have worked very hard to strike a balance between that and developing the land and the fact that we have agriculture, manufacturing, and transportation.

Circuit du paysan  Mr. Speaker, since this week is Tourism Week in Canada, I want to take this opportunity to celebrate the 20th anniversary of the Circuit du paysan. Boasting nearly 100 agrifood, cultural, and outdoor attractions, this marked route winds for almost 200 kilometres through the regional county municipalities of Jardins-de-Napierville, Roussillon, and Beauharnois-Salaberry.

An Act to change the name of the electoral district of Châteauguay—Lacolle  Mr. Speaker, I applaud my colleague from Saint-Hyacinthe—Bagot, soon to be known as Saint-Hyacinthe—Acton, on her speech. This is a beautiful riding name. We are all proud of our riding names, because they mean something and they are important to people. If the names were not important, ridings could be referred to as A, B, C, D, E, F, J, or one, two, three, four, five, six, seven, eight, all the way up to 338.

As I said in my answers during the first and second debates, this is a concern for my constituents. Members of the House have a variety of ways to raise the concerns and issues their constituents care about. In this case, I made this promise to my constituents and to those who supported me during and after the election campaign.

While doing research for this bill, I too wondered where the names Napierville, Saint-Cyprien-de-Napierville, and Jardins-de-Napierville came from. Interestingly, the name Jardins-de-Napierville refers to the beautiful mosaic of people in the region, who are kind of like flowers in a garden.
