Business of Supply  Mr. Speaker, earlier this morning, the minister stated that if Canadians noticed any type of interference from the Chinese government, they should go to the RCMP and report it immediately and the RCMP would take action. In his speech, the member said that the RCMP was asking to be involved at the committee level in these discussions on how to deal with Chinese interference at the country level and at the local level.

Business of Supply  Mr. Speaker, I have a question on the Five Eyes and the interaction with the Canadian federal government. Does the member think that the government should take action quicker than within 30 days? The member talked back and forth about whether it is too soon or too late. If he could wave a magic wand, does he think the government should take immediate action?

Agriculture and Agri-Food  Mr. Speaker, more than ever Canadians appreciate how essential farmers are. In the time of need, farmers stepped up to feed Canadians and made sure our grocery store shelves were fully stocked. Earlier this month, the opposition secured relief for small businesses that are burdened by emergency wage subsidy audits.

Telecommunications  Mr. Speaker, this year, 82 emergency weather alerts were issued in my constituency, the highest in our country. May of these alerts were issued due to catastrophic flooding and devastating tornadoes. Thanks to the Liberal government's inaction on rural connectivity, many of my constituents did not receive these warnings, which put their lives in danger.

Telecommunications  Madam Speaker, the government promised to connect rural Canadians. Earlier this year I sent out a survey to analyze cellular service in my constituency. An alarming 92% of households stated that they are dissatisfied with cellular service. Clearly the plan is not working. Can the minister inform the 92% of my constituents how to contact emergency services if they cannot make a phone call?

Criminal Code  Mr. Speaker, the member across the way mentioned rural Canada and access to doctors, and that certain doctors would review the 90-day circumstances for preconsent. What happens if someone cannot get access to that kind of doctor to prescribe on a particular disease on preconsent?

COVID-19 Community Response  Mr. Speaker, I rise to thank and recognize the constituents of Dauphin—Swan River—Neepawa for their extraordinary response to the challenges of COVID-19. As I have said before, it is an honour and a privilege to represent them in the House each and every day. This was further proved by their flexibility, willpower and commitment to protecting their families, friends and communities by slowing the spread of COVID-19.

Telecommunications  Mr. Speaker, millions of rural Canadians do not have access to quality cellphone service. This is an urgent matter of public safety. Earlier this year, destructive flooding and tornadoes threatened my constituents, most notably in the communities of Minnedosa, Rapid City, Rivers and Neepawa.

Indigenous Affairs  Mr. Speaker, millions of rural Canadians do not have access to quality Internet services. This means a lack of opportunity for personal and economic growth. However, two weeks ago, the Liberal government pulled the plug on a $55-million contract to bring Internet services to indigenous communities throughout Manitoba.

Questions Passed as Orders for Returns  With regard to government contracts valued between $24,000.00 and $24,999.99, signed since January 1, 2016, and broken down by department, agency, Crown corporation or other government entity: (a) what is the total value of all such contracts; and (b) what are the details of all such contracts, including (i) vendor, (ii) amount, (iii) date, (iv) description of goods or services, (v) file number?

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I have a couple of questions about the environment and transboundary access for water control. The member said many things were established with respect to the environment. How do we control the air that goes across the border and the water that flows across the border, the transboundary water bodies like the Great Lakes?

Agriculture and Agri-Food  Madam Speaker, spring is supposed to be a time of hope and renewal for Canadian farmers. Unfortunately, our railways have been shackled by the government due to the lack of action in removing illegal blockades. Farmers are about to experience payment deadlines from creditors next month.

Scotties Tournament of Hearts  Mr. Speaker, I am pleased to stand in the House today to congratulate Rivers, Manitoba, a vibrant community in my riding. Earlier this month Rivers proudly hosted Manitoba's Scotties Tournament of Hearts. The 68th edition of this tournament resulted in team Einarson winning the provincial championship.

Business of Supply  Madam Speaker, the hon. member mentioned the middle class several times in her speech; I marked down at least nine different times. I wonder if the hon. member could define what the middle class actually is. Is it income? Is it families? What is the actual definition, in her opinion, of the middle class?
