Health committee  I'm not comfortable with wording on an amendment that could potentially be used to weasel out of one of Conservative-selected meetings on vaccines. The amendment has now been amended so many times that I think the Liberals should have gotten their ducks together and actually formally crafted this. Maybe they should've just picked up the phone and given me or any one of our colleagues a call ahead of time.

Health committee  I'm concerned if we're just coming up with interim reports right now, and that's what this amendment would do, that if new information came forward with regard to the lack of supply on vaccines, on mental health in health care workers, it wouldn't be fulsome. Other witnesses might want to submit written briefs. I'm wondering if perhaps, Chair, after our fourth set of topics, we could have a business meeting at that point to look at what comes next and review evidence.

Health  Speaker, if we want to quote people, the Economist magazine said that Canada is not going to be vaccinated until 2022. Again, by our math, we should be getting about two million doses per week to meet the September timeline, yet the minister is saying we are only going to be getting six million doses by the end of March.

Health committee  That gives the ministers, in the middle of a pandemic where people are dying every day and we don't have vaccines, two weeks to come before the Standing Committee on Health. If we get the sense as committee members that is not going to be the case, that they won't be able to fulfill that basic parliamentary function, then I suspect there will probably be some ramifications from the opposition on that.

Questions Passed as Orders for Returns  With regard to the Prime Minister's announcement in May 2020 of an agreement with CanSino Biologics Inc. (CanSinoBIO) in relation to the development of a potential COVID-19 vaccine: (a) what were the original details of the agreement, as understood by the government in May 2020; (b) on what date did the government first become aware that the agreement would not proceed as planned; (c) on what date did the government become aware that shipments of Ad5-nCoV were being blocked by the Chinese government; (d) what reason, if any, did the Chinese government provide to the government for blocking the shipment; (e) has the government transferred any money or any type of expenditures to CanSinoBIO since January 1, 2020, and, if so, what is the total amount sent, broken down by date of transfer; (f) what are the details of any contracts signed with CanSinoBIO since January 1, 2020, including the (i) amount, (ii) original value, (iii) final value, (iv) date contract was signed, (v) description of goods or services, including volume; (g) was the National Security and Intelligence Advisor to the Prime Minister advised of terms of the terms agreement prior to the Prime Minister's announcement, and, if so, did he approve of the agreement; (h) was the Department of National Defence or the Canadian Security Intelligence Service informed of the details of the agreement prior to the Prime Minister's announcement, and, if so, did they raise any concerns with the Office of the Prime Minister or the Privy Council Office; and (i) what were the results of any security analysis conducted in relation to CanSinoBIO?

Health  Mr. Speaker, yesterday the Premier of Alberta said that vaccines would be received on January 4, but today the same public health official that I just quoted refused to confirm that and, in fact, said, “I think we shouldn't be so [obsessed] with the...delivery of the vaccines”.

Business of Supply  Provinces should have a clear partner with the federal government, but what we have seen is ministers of the Crown basically guessing on national television, like vaccine distribution date bingo. That is not how we should be deploying a vaccine. That is not how we should be choosing who gets it and in what order. That is why this motion needs to pass.

Business of Supply  Then, at the same time, when these Canadians are writing to my office, they are seeing the United States deliver their vaccines. People are going to be getting the vaccine in New York state within hours or days. The United Kingdom has been deploying it today. Where is our plan? The current government has spent hundreds of billions of dollars, has shuttered Parliament and has abrogated our democratic institutions, all under the guise of stopping the spread of COVID but it has not stopped the spread of COVID.
