Controlled Drugs and Substances Act  Mr. Speaker, I am pleased to rise today to speak in support of Bill C-37, an act that would better equip both health and law enforcement officials to reduce the harms associated with problematic substance use in Canada. One of the many important amendments proposed in the bill is to streamline the application process for communities seeking to establish supervised consumption sites.

U.S. Decision Regarding Travel Ban  Madam Speaker, I do not see a prime minister or head of state of any country that has stood up for refugees, immigrants, and the rights of many more than this Prime Minister and this government have. We were the first and foremost to stand up to him. We are the first and foremost protectors, and actions speak louder than words.

U.S. Decision Regarding Travel Ban  Madam Speaker, as much as I want to thank the member for Parliament for Vancouver East who has raised this debate and her concerns about refugees, specifically those who are in the United States, and as much as I can say that I think the House will unilaterally not agree with the policies that have been implemented under the executive order in the U.S., the United States still remains a safer place than many other countries in the world.

U.S. Decision Regarding Travel Ban  Mr. Speaker, I want to let the families of the six Canadians who died in the brutal massacre in Quebec City know that as their members of Parliament we are committed to ensuring that hate, bigotry, and division have no place in Canada, that terrorism and violence against any community will never be tolerated or permitted on our soil.

Sikh Community  Mr. Speaker, 350 years ago a saint soldier, Guru Gobind Singh, was born. A master of verse, archery, and diplomacy, he stood up against any who threatened the rights of others. However, his determination and steadfast courage to ensure that everyone should be allowed to practise their faith freely became his mission.

Canada Pension Plan  Mr. Speaker, it is a very tough situation and a lot of the concerns have merit, but when an agreement is reached, with the buy-in of all the provinces, we have to look at the whole picture. Perhaps this may come up again. I agree that the issue of people with disabilities and women raising children is valid, but the overall concept of this enhancement would make Canadians much better off.

Canada Pension Plan  Mr. Speaker, it will have the opposite effect. Small businesses are the ones with the least ability to provide adequate pension or retirement programs and plans for their employees. It is exactly for those type of employees that this new enhancement will be of the most benefit and provide the most security, because it is the small employers who are not necessarily able to provide company retirement pension plans.

Canada Pension Plan  Mr. Speaker, there has been very rigorous and thorough debate on this bill. I believe there have been well over 70 or 75 speeches on this bill on both sides of the House. It has been rigorously debated and thoroughly fleshed out. It is also important sometimes for the government to move forward with its agenda.

Canada Pension Plan  Madam Speaker, the goal of a stronger Canada pension plan is truly a high priority that is shared by Canadians from coast to coast to coast, with 75% in favour of a stronger public pension plan. By making this priority a reality, we have the opportunity to demonstrate what Canadian federalism can accomplish when governments work together openly and constructively.

First, I would like to congratulate Manny Bahia, one of B.C.'s most influential young entrepreneurs who created VancityBuzz and Daily Hive, two sites that have some of the largest Canadian audiences, all while working out of his basement.

Budget Implementation Act, 2016, No. 2  Madam Speaker, I believe the infrastructure bank and its mandate are still to be determined. The rules and the implementation of it are still to be determined. However, municipalities and cities can rest assured with the commitment this government has made to infrastructure spending, and the 50% on infrastructure projects shall remain.

It is through innovation, infrastructure, and growth that Canadians will increase the economy. Companies will be able to grow and expand, and therefore, our tax base will accordingly be expanded.

Budget Implementation Act, 2016, No. 2  Madam Speaker, today I am speaking about C-29, a second act to implement certain provisions of the budget tabled in Parliament on March 22, 2016, and other measures. We are putting into action our promise to Canadians to help build a stronger and more prosperous middle class. This is what we have done over the past year, and it is what we will continue to do, not only over the next year but for the long term.
