National Defence  Mr. Speaker, we already have a report on this. Now is the time to actually act on that. The minister's announcement today, as he knows, has no timeline, no start date, no urgency. Leah West was sexually assaulted by a senior officer while serving in our military and has said that not a single member of the Canadian Armed Forces, DND leadership or the government has reached out to her since then.

National Defence  Mr. Speaker, for three years the Minister of National Defence knew about sexual harassment allegations involving women serving in the military against Canada's highest-ranked general, and he did nothing. He even refused to look at the evidence and he never followed up on it. This is a woman's worst nightmare, to have the courage to bring forward something like this but then to be ignored and dismissed.

Allegations of Sexual Misconduct in the Canadian Armed Forces  Mr. Speaker, we know that in 2018, a woman in the Canadian Armed Forces came forward with allegations of sexual misconduct against the highest-ranking officer in the military. The Prime Minister says that his office took those allegations seriously, and yet we know that the Minister of National Defence, the Clerk of the Privy Council and the Prime Minister's chief of staff were aware but did nothing.

National Defence  Mr. Speaker, when a woman makes a sexual harassment claim, there should not be a “wrong door” for her to knock on. She should be listened to, and she should feel safe. The Prime Minister has failed in that regard. Can he imagine what a woman feels when she is harassed by her superior and then completely ignored when she dares to speak out?

National Defence  Mr. Speaker, the Prime Minister and his government keep saying, with a straight face, that sexual harassment is not tolerated, and yet they gave General Vance a pay raise after the allegations were made. That seems to be how things are done in the old boys club, and, as a woman, I find that very disappointing.

Health  Mr. Speaker, this is serious. People are getting sicker, and they are dying. Provinces are heading back into the third wave of the pandemic with lockdowns. ICUs are overwhelmed, and field hospitals are being built in Ontario. A Vancouver nurse is asking for prayers because the situation is worse than she has ever seen.

Health  Mr. Speaker, 4,000 Manitoba essential workers will be fully vaccinated months earlier than the Prime Minister planned, thanks to the kindness and generosity of the North Dakota people. While transporting goods within the United States, Manitoba truckers will receive both recommended doses, two doses, within a short six-week period.

Health  Mr. Speaker, the Prime Minister would do well to remember that the third wave is raging in Canada, and Canadians are tired of waiting for vaccines. We are seeing dual citizens in Ontario crossing the U.S. border to get vaccinated. Many Canadians know snowbirds who have done the same.

The Budget  Mr. Speaker, there are a number of things not in this budget, like a plan for how we are going to get out of this and a real, strategic, innovative, thoughtful plan of how we are going to get our economy back to normal to make sure the days of tomorrow are better than the days of today.

The Budget  Mr. Speaker, it is disappointing that the member, again, like many of his colleagues, has yet to show humility for the shortcomings of his Liberal government. In the speech I gave I was trying to be very honest and earnest about what I have heard. I do stand firm on the position that if the Prime Minister had provided real leadership we would not be in a third wave of the pandemic, experiencing hundreds more deaths and thousands more business closures.

The Budget  Mr. Speaker, the people who we should ask whether it is fair for them to pay for this are the members of my generation. The millennial generation and their children are going to be the ones burdening the tax increases that will surely come to pay for this. We know that inflation is coming.

The Budget  Mr. Speaker, I will be splitting my time with the member for Mégantic—L'Érable. Yesterday, the federal Liberal government tabled its first budget in over two years, which happens to be the longest period of time our country has been without a budget in Canadian history. It was the first budget in a crisis so vast in scale that the last time we faced a crisis of this magnitude was the Second World War.

The Economy  Mr. Speaker, Conservatives stand firmly with Canadian women who have been let down by the Prime Minister and the Liberal government. There are 1.5 million women who lost their jobs in the first two months of the COVID crisis, and all economic gains made by women over my lifetime have been completely lost during the tenure of the Prime Minister.

Criminal Code  Madam Speaker, I would like to thank the hon. member for his work at the community level to support youth and recidivism rates. I do have some concerns about this bill, however. My understanding is that it eliminates prison time if somebody robs someone with a gun or fires a gun at someone with the intent to harm them.
