If the Liberals actually took security officials seriously and actually listened to them, Canada would not be so far behind the rest of our allies.

Public Safety  Mr. Speaker, hostile foreign state agents are operating in Canada. Iran is bypassing international sanctions by using small currency exchanges in Canada to wire money. Global News has a CSIS report that states that an Iranian expat is “assisting the government of Iran in the clandestine wiring of monies into Canada”.

Public Safety  Mr. Speaker, the intelligence officers take this threat very seriously, but the Prime Minister does not. We asked the public safety minister about this last week and he sidestepped, answering about the connections that the member for Richmond Hill has to that individual. The member accepted political donations from him, hosted him on a tour of Parliament and even took a photo with the guy in the Speaker's chair.

Victims' Rights  Mr. Speaker, Lisa Freeman's father was murdered 30 years ago. The violent killer was given life in prison, but in March, Lisa found out that he could be released this fall. She relived the pain to prepare a victim’s statement for the unexpected parole hearing, but a lack of action for victims’ rights stole her chance to face him.

Public Safety  Mr. Speaker, the public safety minister says he does not “tolerate hostile foreign actors threatening [Canadians]”, but China's Operation Fox Hunt continues without real action to charge and arrest state-sponsored bullies terrorizing Canadians. This morning, the foreign affairs minister said the public safety minister will bring forward measures to protect the safety and security of Canadians.

Public Safety  Mr. Speaker, he recognizes this reality, but on China, these Liberals are clearly falling behind our allies and they are failing to protect the safety and security of Canadians. In one year, Operation Fox Hunt coerced 680 people around the world with stark options: return to China or commit suicide.

Business of Supply  Madam Speaker, it is not a constraint on our action or on the ability for the Liberal government to take action and to make a decision on banning Huawei from our 5G infrastructure. What deeply concerns me is our opposition colleagues continuing to focus on the past or unfortunately doing as they often do, which is blaming Stephen Harper instead of talking about the pressing, urgent public safety threat and threats to national security, to the public safety of all Canadians, to the rights, lives and liberty of Canadians here at home and around the world, including all the threats posed by China to our businesses, security networks and economy.

Public Safety  Mr. Speaker, CSIS says China's communist regime uses spies to intimidate and threaten Chinese Canadians to suppress dissent on Canadian soil. China's Operation Fox Hunt is an attack on Canadian sovereignty and national security. The Prime Minister says he has “long been concerned”, and that he brings it up when he engages with China.

Public Safety  Mr. Speaker, beyond so-called recognition and all these words, what is the actual action? Almost 80% of Canadians believe China constitutes a threat to Canada. Recently, the Chinese ambassador threatened Canadians in Hong Kong. Canadian citizens are in arbitrary imprisonment and Canadian lives are at risk in China.

Three weeks ago, eight people were charged for intimidating and harassing Chinese Americans in the U.S. American officials say there is an aggressive commitment to protect their citizens from China's campaign of illegally imposing its will.

Environmental Restoration Incentive Act  Madam Speaker, I do, which is exactly why I am bringing forward this legislation. I look forward to the member working with this Albertan to help get the private sector funding into the industry that is required for full remediation and reclamation of oil and gas wells in Canada, and to protect taxpayers.

We need to address the situation we are in now. This challenge is complex. It is primarily the regulatory legislative responsibility of provinces.

Environmental Restoration Incentive Act  Madam Speaker, the member must have missed the first part of my speech when I said that this is not a subsidy and is not about taxpayers' money being given to oil and gas companies. In fact, that is exactly what we are seeking to prevent. It is the Conservatives who are leading on this issue to ensure reclamation and remediation of all the outstanding oil and gas wells by enabling the private sector to use an incentive to raise funds from investors to meet these responsibilities.
