Criminal Code  Madam Speaker, I am pleased to participate in the debate on Bill C-75, an act to amend the Criminal Code, the Youth Criminal Justice Act and other acts and to make consequential amendments to other acts. I would like to begin today by acknowledging the contributions of all members of the House, particularly the members of the committee, for their hard work, engagement and debate on Bill C-75.

Budget Implementation Act, 2018, No. 2  Madam Speaker, I listened to my colleague speak about a number of different programs, and in particular the employment benefits Canadians have. There seems to be continual critique from the opposition parties, whether it is the NDP or the Conservatives. The NDP members say we are not doing enough, and that we need to do more and spend more.

If he is so concerned about debt, how does he explain the fact that in 150 years since Confederation, the Liberals have been in power for 60% of the time and the Conservatives have been in power for—

Budget Implementation Act, 2018, No. 2  I will start again, Mr. Speaker. When the member talks about debt, I am curious as to how he can rationalize the fact that in 150 years since Confederation, the Liberals have been in power for 60% of the time, the Conservatives for 40% of the time, yet the Conservatives have racked up 75% of the national debt.

The only thing the Conservative and the NDP members can really do is criticize the fact that they do not have enough time to debate the bill. However, the reality of the situation is that the budget implementation bills are implementing measures that were already released in the budget.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, absolutely, we need to do that work. However, we cannot bring members of the public before the House. We do it in committee. What happens when we pass this at this stage? It goes to committee and then at committee the various different stakeholders can come forward.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, the member started off by talking about how large the bill was. That has been mentioned a number of times by the other side of the House. I do not disagree with that. When we have a budget bill, it will be a comprehensive bill that includes a number of different parts, including the parts she mentioned.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, while we are on the topic of getting advice from Stephen Harper, we might want to consider taking the advice of his former director of policy, who is currently out there defending a price on pollution. I would argue that yes, there are some folks from that previous government who have at least wised up when it comes to certain issues.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, I appreciate my colleague's intervention today. However, I take note of his repeated attempts to say that this particular government, and the Liberal Party, perhaps, has been lucky. It was not luck that led to Paul Martin making sure that the right restrictions were in place when he was finance minister so that we did not lead into the same housing crisis the States got itself into.

Business of Supply  Mr. Speaker, perhaps this is one of the downfalls of the format in which we debate in this chamber, but if the member had been paying attention to the debate she would know that we are actually in favour of the motion and have said that we are going to be voting in favour of it, despite the fact that in her speech she said that we apparently were not going to.

Business of Supply  Madam Speaker, earlier on I asked a question of a different NDP colleague. I do not for a second question that the NDP is extremely worried and feeling compassionate about the role that we play as parliamentarians in delivering for our veterans. However, I did ask a question earlier about why it was that the NDP voted against the budget implementation act, which had the lifetime pension for veterans in it.

Business of Supply  Madam Speaker, I listened to what my colleague had to say, particularly in response to the last question. I agree with him that if there is one area we can commit ourselves to acting on, it is making sure that we properly fund and take care of our veterans. However, let us not forget the fact that when we talk about a budget, we do budgeting in a fiscally responsible way.

Business of Supply  Madam Speaker, I thank my colleague for sharing his point of view on this today, but the problem with the motion is that it is addressing an accounting principle. The principle is that one budgets money and then spends money based on how it was budgeted but also based on what the demand is.

In relation to this particular motion, I have one question. Given the member's passion for ensuring veterans get what they deserve given what they have given to our country to get that, why in June 2018 did she and the entire NDP bench vote against the budget implementation act that included in it the pension—
