Supply  He also championed the effort to strengthen the rules for lobbying and has been unwavering in his expectation that all public office holders, including ministers, must adhere to the conflict of interest code for public office holders, a code that has been revised and strengthened under this government. Supply  It should be noted by members who do not know, and in particular by Canadians who are watching the debate, that the member did not always sit as an Alliance member. He sat in the House as a member of the Conservative Party under the leadership of former Prime Minister Brian Mulroney. What the member is now saying, and Canadians just heard it for themselves so I do not have to interpret it, is that this is about payback. It is about anger over the debates in this place during the last Conservative administration, of which the current leader of the Conservative Party was a member and a minister.

Supply  We know that in 1998 Ontarians did not vote 97% in favour of the Liberal Party but in fact 100 of 103 members came from Ontario. That block then dominated the House. Under the leadership of the Prime Minister it had 100% control of all legislation that came out here. There is spectacular insensitivity to the regional concerns of many regions, the west being one. We see perpetual lack of concern about the interests of Quebec, which is the reason Quebec separatism over 30 years of almost perpetual Liberal administration has risen from being a fractional concern to being a movement that almost split apart the country under the watch of the Prime Minister.

Supply  Mulroney had a decade of arrogance and high-handness when it came to the issue of conflict of interest and the unethical behaviour that took place. What happened was a crying shame. Members will note that under the leadership of the Prime Minister and this government that has not been the pattern. I could go on at length about the reformed Alliance people, those holier than thous who sit on that side of the House and preach the gospel of always being on the moral high ground when in fact they are down in the gutter to the extent of $800,000.
