An Act to change the name of the electoral district of Châteauguay—Lacolle  Mr. Speaker, I thank my colleague for her question. As I said in my answers during the first and second debates, this is a concern for my constituents. Members of the House have a variety of ways to raise the concerns and issues their constituents care about. In this case, I made this promise to my constituents and to those who supported me during and after the election campaign.

While doing research for this bill, I too wondered where the names Napierville, Saint-Cyprien-de-Napierville, and Jardins-de-Napierville came from. Interestingly, the name Jardins-de-Napierville refers to the beautiful mosaic of people in the region, who are kind of like flowers in a garden.

International Development  Mr. Speaker, we live in a world where women living in poverty face outrageous inequalities from their birth to their death. Women do not have anywhere near the same advantages as men when it comes to access to education, employment, property, and responsibilities. Can the Minister of International Development and La Francophonie tell the House how a feminist international assistance policy makes a difference to women in developing countries?

Thomas D'Arcy McGee  Mr. Speaker, as a Canadian of Irish heritage, it is my honour to rise today to commemorate the tragic assassination of a great Irishman, a great Canadian, a member of Parliament and father of confederation, Thomas D'Arcy McGee, who was gunned down as he was leaving this House 150 years ago on April 7.

Supporting New Parents Act  Mr. Speaker, I beg your indulgence to just give me some indication of the time. I am not accustomed to speaking ad hoc, but I feel compelled to rise today to speak against the private member's bill being proposed by the Leader of the Opposition, Bill C-394. I do so knowing that the hon. member is a member of the party of the late Jim Flaherty, so I am very disappointed that a basic principle of taxation has been thoroughly ignored in presenting this private member's bill, which is that there is a difference between a benefit that is offered through the federal government and a program that a citizen pays into.

Canada Business Corporations Act  Mr. Speaker, I have not had the opportunity to follow this debate all the way through, but as a former banker, I am interested in understanding how promoting diversity on a corporate board such as a bank would help the bottom line? Is there any rationale for that?

Arie Van Winden  Mr. Speaker, the Châteauguay—Lacolle community recently lost one of its farming pioneers, Arie Van Winden. Mr. Van Winden left his native Holland and arrived in Saint-Patrice-de-Sherrington in 1954 for a better life and to provide for his loved ones. Through his experience with drainage and with help from his brothers, he converted swampland that no one wanted into one of the most beautiful farmlands in Quebec, fertile black soil.

Clinton Ritchie  Mr. Speaker, it is Black History Month and I am pleased to acknowledge the contribution of a remarkable person from the black community of Châteauguay—Lacolle, who recently passed away. Clinton Ritchie was one of the founders and the former president of the Horizon de Châteauguay community association.

An Act to Change the Name of the Electoral District of Châteauguay-Lacolle  Mr. Speaker, I am honoured to rise again in the House to debate my bill, which seeks to change the name of my riding from Châteauguay—Lacolle to Châteauguay—Les Jardins-de-Napierville. Is that not a beautiful name? As I mentioned during the first hour of debate in December, the name Châteauguay—Lacolle is inaccurate because the municipality of Lacolle is actually in the riding of my hon. colleague from Saint-Jean.

Pensions  Mr. Speaker, last year, members from all parties had questions about the changes to the policies governing the guaranteed income supplement and the involuntary separation provision. Could the minister responsible for seniors tell the House what has been done to ensure that Canadians who are involuntarily separated from their spouse receive the appropriate benefits?

Châteauguay—Lacolle  Mr. Speaker, today I am thrilled to speak about an initiative that celebrates the heritage of Châteauguay—Lacolle in a beautiful way. Last fall, the students of St. Willibrord Elementary School of Châteauguay created and performed the brilliant musical video Dreamchild, a song that has already gone viral with 221,000 views on Facebook and 20,000 on YouTube.

An Act to change the name of the electoral district of Châteauguay—Lacolle  Madam Speaker, I am shocked. I am shocked that members of this House would question the choice of a fellow member to use a private member's bill. There is absolutely no precedent for that. Members of this House are free to bring forward a bill. If I have the honour and chance to present a bill, I present a bill, not a bill that is important to me, but important to the people of my riding.

As members, we have the privilege of introducing any bill that is important to our constituents. The notion of identity may not seem all that important, but it is very important to my constituents. The name of a town that is not even in my riding was mistakenly included in the name of my riding.
