Food Day in Canada Act  Mr. Speaker, I too would like to thank my hon. colleague and congratulate him on introducing this bill in the House. Mirabel is home to many farmers of all kinds of crops as well as dairy farmers and, of course, some wonderful maple syrup producers. I promised my constituents, including the farmers, that I would move a motion in the House to declare Mirabel the maple capital of the world.

Cost of Living Relief Act, No. 1  Mr. Speaker, it is good to see that the government is moving forward with certain measures, including the GST credit. We know that when the Liberals send out a cheque, it is usually because an election is on the horizon. I hope that is not the case here. My colleague talked about increasing old age security by 10% for people aged 75 and over.

Cost of Living Relief Act, No. 1  Madam Speaker, for some time now we have been talking a lot about household purchasing power. We know that part of the decline in purchasing power is due to the drastic increase in the cost of resources, mainly fossil fuels. We know that, in the future, there will be policies to fight climate change that will end up increasing the cost of certain highly polluting goods.

Cost of Living Relief Act, No. 1  Madam Speaker, we certainly welcome and are pleased with this new GST credit, because the Bloc Québécois has been asking for it for several months and the government was refusing to listen. That being said, my constituents, who are struggling to make ends meet, buy groceries every week, pay their rent every month and fill up regularly at the pump.

Cost of Living Relief Act, No. 2  Madam Speaker, I want to make an observation. Until last spring, only one party in the House was concerned about inflation: the Bloc Québécois. For years now, inflation in health care costs has been running at 6%. Year after year, the Bloc Québécois has fought for what the provinces and Quebec want, specifically increases in health transfers, because this inflation prevents us from providing care to our people.

Cost of Living Relief Act, No. 2  Madam Speaker, my colleague delivered yet another of the very well-organized speeches we have come to expect from him, so it is clear to me that the Conservatives oppose Bill C‑31. I get it; the bill is very poorly written. However, given that they would rather the federal government essentially cease to exist, I assume they are also against giving money to Quebec so it can improve its own system.

The Chair did not specify which part of the bill warranted its intervention, but I surmise that two sections merit analysis.

It was probably much like mine, with a lot of time spent resolving problems with passport applications. Of course, we always enjoy helping our constituents. Business of Supply  Mr. Speaker, I thank my colleague for his speech. I know that he travelled a lot this summer in his electric car. He passed through Montreal and ordered his poutine in French. I checked. The carbon tax does not affect us in Quebec because we already have an emissions trading mechanism in place.

Business of Supply  Mr. Speaker, I have been thinking about history, going back a bit and realizing that Brian Mulroney's government actually resorted to putting a price on pollution to address critical environmental problems at the time. We need only think of acid rain and CFCs. I was wondering why it worked under Brian Mulroney and why, suddenly, under these new Conservatives, this pricing mechanism that allowed us to eliminate pollution would not work anymore.

Cost of Living Relief Act, No. 2  Madam Speaker, to begin, I would like to acknowledge the presence of the member for Richmond—Arthabaska, who reminds us that bullying has no place in politics. With respect to Bill C-31, I would like to know whether my colleague from Richmond Hill is comfortable with the fact that the poorest parents are the ones who will suffer the most from this bill.

Cost of Living Relief Act, No. 2  Madam Speaker, I would like to know whether the parliamentary secretary, who seems to fancy himself as having some sort of monopoly on empathy for children, realizes that Bill C‑31 does not provide dental care. In fact, it denies children in Quebec the increase in the Canada child benefit and makes families have to wait for the Canada Revenue Agency, wait for officials, and wait for forms to be entitled to a simple increase in the Canada child benefit.

An Act respecting the French language  Madam Speaker, I have been following this morning's debate and, in my view, there seems to be a bit of a cat fight in the House between Bill C-238, which seeks to comply with the will of the Quebec National Assembly on matters relating to Quebec's only official language, and Bill C-13.
