The Budget  Madam Speaker, at the end of his speech, my colleague talked about the importance of breathing clean air and how important that is to our health. Let me make another connection. The Government of Canada provides the most subsidies for fossil fuel, including oil and gas extraction, which generates huge amounts of air pollution, which in turn results in high rates of heart, lung and kidney problems and other health issues.

Climate Change  Mr. Speaker, there is one person here who approved one billion barrels, and he is on the other side of the House. Reducing emissions by 43% by 2030 means we all need to roll up our sleeves: governments, businesses and citizens. The minister's approval of Bay du Nord sends a very bad message, that it is no big deal.

Climate Change  Mr. Speaker, the Minister of the Environment and Climate Change's decision to approve the Bay du Nord project is bad news for the planet. The IPCC made it very clear that we need to curtail oil production. Canada, meanwhile, is going into expansion mode. The goal is more production, more drilling and more oil.

Climate Change  Mr. Speaker, last year, the International Energy Agency warned that there should be a ban on any new oil and gas development projects in order to limit climate warming. The science that the Prime Minister spoke about this week was from the IPCC. The IPCC says that there is no more room for fossil fuel expansion, period.

The Environment  Mr. Speaker, many people are unsure whether the plan to extract another 1.1 billion barrels of oil with Bay du Nord will reduce emissions from the oil sector. Many do not think this makes sense, although some do, from what I gather. That brings us to the UN. Yesterday, in response to the IPCC report, Secretary General Antonio Guterres said “Some government...leaders are saying one thing - but doing another."

The Environment  Mr. Speaker, Greenpeace, Équiterre, the David Suzuki Foundation and the Sierra Club are unanimous: We have to say no to the Bay du Nord project. It is not complicated. It is no. Yesterday's IPCC report came to exactly the same conclusion. Secretary-General Antonio Guterres said that “the truly dangerous radicals are the countries that are increasing the production of fossil fuels”.

The government is still talking about potential reductions instead of real objectives and it is characterizing its commitment to “exploring measures that help guarantee the price of pollution” as progress.

Climate Change  Mr. Speaker, in his greenhouse gas reduction plan, the minister talks about reducing carbon intensity, which refers to the number of tonnes of greenhouse gases emitted in relation to the GDP. This is another attempt to avoid dealing with the climate emergency. We need to reduce actual emissions, and it is not fair for the government to be talking to us about green oil.

Economic and Fiscal Update Implementation Act, 2021  Mr. Speaker, I would really like to speak about the gas tax, but I am going to choose my words carefully, because I gave my speech yesterday. The member for Sherwood Park—Fort Saskatchewan said the fiscal house is pretty much on fire. He also spoke of future generations. Yes, I think it is important to think about future generations.

My son, who is 30 years old, does not have a car, so he does not have to pay at the pump, but he does live in an apartment. He has a hard time making ends meet, and sometimes mom and dad have to help him little.

It is so obvious that the QST belongs to Quebec. No federal legislation will override our QST legislation. It is as clear as that.
