Supply  The only comment I would add is that in light of the genetically modified Reform-CCRAP alliance perhaps we should have an amendment today that requires the Canada Elections Act to be amended so that there is a warning label on the ballot to indicate that those people opposite are nothing more than the reformed, warmed over people they were before. Never mind that. Does the hon. member agree that Canada, under the leadership of the Prime Minister and the minister of agriculture, has the best food safety system in the world? Does he agree that as a result of what we have been doing we have nutritious quality food?

Supply  These then underscore the commitment of the Government of Canada to move in this all important area in a meaningful fashion that underscores our party's commitment, the government's commitment under the leadership of the Prime Minister, to ensure that we do the kinds of audits necessary. I need not remind the House as the Prime Minister did not so long ago that years ago the auditor general would report once a year.

Income Tax Act  Under the leadership of this Prime Minister and Minister of Finance, we have a fiscal situation in this country today that allows this government to build on the foundation secured by the many sacrifices of Canadians in my riding and across the country.

The Budget  Today we have a federal budget that is able to address very different issues. Under the leadership of the Prime Minister and the Minister of Finance, we have a budget today that allows the government to build on the foundation secured by the many sacrifices made by Canadians in Windsor—St.

Poverty  The way to do that is to make sure this economy works effectively, which this government year after year has been doing under the leadership of the Prime Minister and the Minister of Finance. It is by correcting the economy's fundamentals so that they work that we reduce poverty and, therefore, do not have to adopt band-aid solutions to the problem, which has been recommended so often by New Democrats and the Bloc.

Kosovo  Speaker, the hon. member for Portneuf has painted a very clear picture of the situation in Serbia and Kosovo for us. However, he reminded us that the Liberal government, under the leadership of the Prime Minister, will unfortunately deny this House the possibility to vote at the end of this long debate, which started at 3 p.m. yesterday and will be than 10 hours long by the time it is over.

Business Investment  Mr. Speaker, as hon. members know, under the leadership of the Prime Minister and as a result of the work of the finance minister, Canada has been getting the economic fundamentals right. Just how right and how good Canada's brand name is was once again demonstrated by the release yesterday of an international cost comparison study conducted by the management and consulting firm KPMG.

The Budget  It is surprising that the comparison the Bloc did not make was to the fair share that Alberta received in this budget as well which was so warmly received by Mr. Klein. Under the leadership of our Prime Minister, the federal government has now created conditions where Canadians can be optimistic about the future. After years of difficult choices, the finances of the nation are now solid and the government can act on those things that matter to Canadians.

Young Offenders Act  At the time we took over, all governments were spending in excess of 100% of the gross domestic product. Thankfully under the leadership of this Prime Minister and the Minister of Finance, that situation has been reined in and we are now all living within our budgets. Provincial governments have been brought to heel by fiscal realities and to varying degrees of success have recognized that.

Finance  They want to see further tax reductions. They want to see further debt reduction. The government under the leadership of the Prime Minister and the Minister of Finance has responded effectively to the economic situation in Canada. When the government was elected in 1993 we had a $42 billion deficit. Through strong fiscal management, leadership and determination we now have balanced books, renewed economic consumer confidence and a strong growth rate.

Hepatitis C  I also think it is important to bear in mind that the solution to this issue must come not just from the federal government, but from all governments, the provincial governments who deliver health services, the provincial governments who are responsible for administering health programs in the provinces. To be sure, under the leadership of the Prime Minister, we have brought them to the table so far, but the solution must be found in the provinces as well as in the federal government.

Hepatitis C  Last summer, premiers Harris and Bouchard refused to compensate victims. They downright refused. Only the federal government, under the leadership of the Prime Minister, started up the process. The victims will be getting compensation because of this government.

Hepatitis C  Speaker, I guess the best way of responding to that kind of question is to remind the member and the opposition parties that had it not been for this government, under the leadership of the Prime Minister, there would not be a single victim with compensation of any kind.

Negotiation Of Terms Of Separation Act  This union is based on our bonds of solidarity, compassion and openness, which, beyond our linguistic and cultural differences, unite us from coast to coast. This is the very basis of our federation. Under the leadership of the Prime Minister, the Government of Canada has undertaken initiatives to make the federation work better for all Canadians. Let me give a few examples of the numerous steps we have taken in this respect.

Income Tax Amendments Act, 1997  In the measures included we see numerous initiatives to make our tax system fairer. We agree we have a way to go, but it is under the leadership of the prime minister and the government that we are able to bring forward effective changes which little by little will bring us to a point where Canadians will feel their tax system is fair.
