Financial Literacy Month  Mr. Speaker, November is Financial Literacy Month and I am delighted to thank all ministers, senators, and members who dropped by the reception, hosted by the Financial Consumer Agency of Canada on Parliament Hill, the first-ever kickoff event since Financial Literacy Month was established in 2011.

The Environment  Mr. Speaker, residents living on the shores of Lake Saint-Louis are concerned about the notorious Kathryn Spirit. The former government took no action with respect to this ship, which has been abandoned since its arrival in Beauharnois, and it was our government that got the dismantling process started.

Corn Festival  Mr. Speaker, I am pleased to rise to celebrate the success of a special event involving my riding and that of my colleague from La Prairie. As part of the Canada 150 celebrations, Maison LePailleur in Châteauguay and Kahnawake Tourism organized an event last month to bring the community together: our first annual Corn Festival.

An Act to change the name of the electoral district of Châteauguay—Lacolle  moved for leave to introduce Bill C-377, An Act to change the name of the electoral district of Châteauguay—Lacolle. Mr. Speaker, it has been said that a rose by any other name would smell as sweet, but this is not always the case for the name of a riding. I am proud to rise on behalf of my constituents to introduce a private member's bill to change my riding's name from “Châteauguay—Lacolle” to “Châteauguay—Les Jardins-de-Napierville”.

Business of Supply  Madam Speaker, I would first like to thank the hon. Minister of Natural Resources for his speech and for the care and diligence he puts into these delicate and difficult files. He mentioned in his speech the government's announcement of $867 million towards a softwood lumber action plan.

Strengthening Motor Vehicle Safety for Canadians Act  Madam Speaker, I thank my colleague opposite. The Senate's amendment has to do with the contractual terms between vehicle suppliers and manufacturers. The amendment is a well-intentioned attempt to fix an industry problem regarding safety issues with a vehicle that has already been delivered to the supplier, who would not be fined.

Strengthening Motor Vehicle Safety for Canadians Act  Madam Speaker, I would like to thank my colleague across the aisle. We remember the discussions we had in committee about the problems with Transport Canada and enforcement and the fact that there has been rapid change. Of course, we know the auto industry never stops innovating, but over the past few years, that has been happening faster than the Department of Transport could handle.

Strengthening Motor Vehicle Safety for Canadians Act  Mr. Speaker, I rise to speak to Bill S-2, an act to amend the Motor Vehicle Safety Act and to make a consequential amendment to another Act, otherwise known as the strengthening motor vehicle safety for Canadians act. The safety of Canadians is of high importance to this government, and this bill will help further ensure Canadians can enjoy peace of mind while driving on our roads.

Châteauguay—Lacolle  Mr. Speaker, I am honoured to rise today to pay tribute to the people of the beautiful municipality of Saint-Bernard-de-Lacolle, which is home to the now-famous Lacolle border crossing. It was already one of the busiest entry points in Canada, and this summer over 7,000 asylum seekers turned up there.

Business of Supply  Mr. Speaker, I was very interested in doing my research for this motion today. Over 70% of the over 170 appointments that have been made so far are women. Visible minorities and indigenous persons are also represented in that number. If it takes time to ensure we accurately and sufficiently represent the diversity of Canadians across the country, then it is worth taking that time.

Business of Supply  Mr. Speaker, certain positions require more consultation than others. The fact remains that it is our government's responsibility to name officers of Parliament. Ultimately the responsibility, the consequences of those decisions remain with this government. While the Standing Orders allow for a meaningful examination of any nomination by the appropriate standing committee, it is the government's decision.

I would like to remind him that there is a procedure already in place in our Standing Orders to refer appointments of officers of Parliament to the appropriate standing committee, in which the committee members, members of Parliament, are able to question the nominee.

Business of Supply  Mr. Speaker, I rise today to speak to the motion moved by the hon. member for Skeena—Bulkley Valley, and to the subject of our government's commitment to and high standards for openness and transparency. I read the motion in question with interest. It is clear to me that the motion moved in the House today is an attempt to take over the government's power to launch processes to identify candidates for officer of Parliament positions and introduce unnecessary obstacles for which opposition members will never have to take responsibility.

Business of Supply  Mr. Speaker, I thank my honourable colleague for his highly amusing speech. What makes it so amusing is that the resolution refers to the way we are managing the economy. Over the last 12 months, we have created over 300,000 good jobs in Canada, which is quite amusing, indeed.

Employment  Mr. Speaker, young people in Châteauguay—Lacolle have told to me about the steps our government has taken to reduce the labour market barriers they face. Many of them have had their first real work experience thanks to programs such as Canada summer jobs. Can the parliamentary secretary to the minister for youth update the House on other steps our government has taken to help young Canadians jump-start their careers?
