Budget Implementation Act, 2019, No. 1  Mr. Speaker, I would like to thank my colleague from Richmond Hill for his speech. I have been the MP for Portneuf—Jacques-Cartier for three and a half years now, having started at the same time as this Liberal government. I will pick up where my NDP colleague left off. He mentioned that it has been 25 years.

Finance  Mr. Speaker, the fact that the Parliamentary Secretary to the Minister of Labour is answering my questions is proof that things are out of control in the Liberal camp. When I asked the Prime Minister a question, the Minister of Finance was the one who answered. Does the Minister of Finance not have a parliamentary secretary?

Finance  Mr. Speaker, I am rising in the House on April 1, but this is no April Fool's joke. I am here to ask very pertinent questions. What was unfortunate about question period was that the government was just avoiding answering questions. I am here this evening to clear things up. On January 4, I asked the Prime Minister a question about his budget plan not working.

Justice  Mr. Speaker, I do not want to know what happened in committee this morning. Here is my question. On September 4, the director of public prosecutions informed SNC-Lavalin that its case was going to trial. On September 17, the former attorney general told the Prime Minister and the Clerk of the Privy Council that she would not overrule her director's decision.

Justice  Mr. Speaker, I suggest that my colleague listen to the question so that he can give a real answer. This is worrisome. Yesterday the Globe and Mail published an article alleging that the Prime Minister's Office had interfered in a criminal proceeding. What about the principle of impartiality in our justice system?

Marcel R. Plamondon  Mr. Speaker, the loss of any leader always leaves a great void. I rise today to pay tribute to Marcel R. Plamondon, a man who was integral to the development of the city of Saint-Raymond and our beautiful riding, Portneuf—Jacques-Cartier. He passed away on February 5, 2019. He served as the member for Portneuf in the National Assembly and was the founding president of our community television station, the president of the Caisse d'entraide économique de Portneuf, the president of the Insurance Brokers Association of Quebec, and a member of the Tribunal d'appel en matière de protection du territoire agricole.

Taxation  Mr. Speaker, on what planet does our wealthy Prime Minister live? Yesterday he said that low-income families do not pay taxes. Hello, earth to mars. A mother in my riding named Lorraine is working very hard to make ends meet. She has a low income and she pays taxes. Will the Prime Minister come with me and tell Lorraine with a straight face that she does not pay taxes?

Business of Supply  Mr. Speaker, this is common sense. I think we need to make the members opposite see reason. Their response should be logical and intelligent. I have a question for my colleague. Why are Liberal members, the government and the current Prime Minister categorically refusing to support this?

Business of Supply  Mr. Speaker, I heard the same thing. I would ask the member to apologize.

Business of Supply  Mr. Speaker, my colleague is completely wrong about the Quebec Bridge. The Conservative government of the day put $75 million on the table, the Government of Quebec put $23.5 million on the table, the City of Quebec put $1.5 million on the table and the City of Lévis put $500,000 on the table.

Business of Supply  Mr. Speaker, I admire my colleague and I thank her for her question. We cannot change the past; we can only change the future. We must not look backward; we must look forward. Maurice Duplessis' provincial government asked for this, and the matter could have been settled then.

Business of Supply  Mr. Speaker, it is quite impressive to hear my colleague from Louis-Hébert say that the Conservatives are not to be believed. As for the amphitheatre, it was Mr. Harper who said no. He stood firm in the interest of protecting taxpayer dollars. There was a principle and guidelines and he followed those rules.

Business of Supply  Mr. Speaker, I would first like to mention that I will be sharing my time with the member for Calgary Rocky Ridge. What I am hearing from the members across the way is unbelievable. The Liberals are out of touch with reality, and they are not working for Quebec. It saddens me.

Finance  Mr. Speaker, his plan is not working. When you incur a debt, you must have a plan to repay it. A deficit today means higher taxes tomorrow for us, our children and our grandchildren. The Prime Minister will have to increase taxes to pay for his irresponsible and out-of-control spending.
