Impact Assessment Act  Madam Speaker, when we look at all of the issues in these other countries, one of the things I did not get to say as I was finishing was that my father had a saying back in the days of his early farming career, and that is that if they look after the land it will look after them.

Impact Assessment Act  Mr. Speaker, it is my privilege to stand this evening to debate Bill C-69. I would like to say a number of things at the outset. The most obvious one is that the Liberals broke their promise with the bill. It has nothing to do with the wording of the bill and everything to do with the size of it.

Fisheries Act  Madam Speaker, I want to express my sincere respect for this gentleman's ability to understand the fishing industry and the biology that goes with it. He has made a lifetime out of it. He has a master's degree in this from years back. He has had government experience with it. I know that he knows how little money it can actually take sometimes to have a big impact on improving lakes, the quality of water, and the recreational abilities of those facilities, not just for fishing but also for recreational swimming and other things as well.

Fisheries Act  Madam Speaker, the member mentioned the closure of the recreational fishing facilities by the government. I would like him to expand on how important that was.

Questions Passed as Orders for Returns  With regard to authorizations to transport firearms issued in each province and territory by Chief Firearms Officers, for the last ten years, broken down by year: (a) how many authorizations to transport were (i) issued, (ii) refused, (iii) revoked, (iv) resulted in criminal charges, (v) resulted in firearms licenses being revoked, (vi) resulted in firearms being seized; and (b) how many full time equivalents were involved in the processing, administration and enforcement?

Questions Passed as Orders for Returns  With regard to statistics on firearms seized by police for the last five years, broken down by province or territory: (a) what was the total number of firearms seized, broken down by classification (non-restricted, restricted, prohibited); (b) of the firearms in (a), how many were identified as used in the commission of an indictable offence, broken down by classification; (c) for the firearms in (a) and (b), how many were (i) registered, (ii) unregistered, (iii) domestically sourced, (iv) smuggled into Canada, (v) located and identified using the Canadian Firearms Information System (CFIS), (vi) traced to their source by the Canadian National Firearms Tracing Centre (CNFTC); (d) of the number of firearms identified in (a), how many were seized from a licenced firearms owner; and (e) of the number of licenced firearms owners identified in (b), how many were (i) charged with the indictable offence for which the firearm was used, (ii) charged with providing a firearm to the persons charged with the indictable offence for which the firearm was used, (iii) charged with ‘careless storage’ of their firearm after having their firearm stolen from them?

Questions Passed as Orders for Returns  With regard to firearms licences issued in each province and territory for the last ten years, broken down by year: (a) how many Possession and Acquisition Licences (PAL) were (i) issued, (ii) revoked by reason for revocation; (b) how many Restricted Possession and Acquisition Licences (RPAL) were (i) issued, (ii) revoked by reason for revocation; (c) what is the average time for government or police to confiscate revoked firearms licences for (i) PAL, (ii) RPAL; and (d) what is the average time for government or police to confiscate the firearms possessed by revoked firearms licence holders for (i) PAL, (ii) RPAL?

Budget Implementation Act, 2018, No. 1  Madam Speaker, my colleague's speech was very accurate and definitive. Could he expand on the $7 billion slush fund the government has? The economy looks like it is boiling along so well. Would he agree with me that the reason he probably does not hear any backlash from the backbenchers or the ministers in the government is that they all want a piece of that $7 billion?

Export and Import Permits Act  Mr. Speaker, it is my privilege to ask a question of the government tonight, but it is ironic to have to deal with a bill that is less accomplished than what we already have in place in Canada with regard to tracking and a number of other things. As my colleague from Durham noted in his speech to the House when the bill was first brought forward, the government is now all of a sudden in a big hurry to get the bill through the House after the bill sat on the shelf for 13 months.

Democratic Reform  Mr. Speaker, Canadians know that the parliamentary process is still structured so that a piece of legislation must pass the House of Commons and then the Senate and then receive royal assent before it is implemented. If that is the case, will the Prime Minister instruct Elections Canada to halt the implementation of Bill C-76 until it actually passes Parliament with amendments, instead of trying to rig the system in his favour?

Emergency Response in Brandon  Mr. Speaker, I rise to pay tribute to the exceptional work of the emergency services personnel who responded to a massive fire that broke out in downtown Brandon last Saturday, May 19. The fire quickly spread to several other buildings. Battling the blaze for more than 24 hours, Brandon Fire & Emergency Services personnel gained control of this inferno with the help of neighbouring fire departments from Souris-Glenwood, Oakland-Wawanesa, and CFB Shilo.

Business of Supply  Mr. Speaker, if it is really such a simple question as my hon. colleague points out, and I believe it should be, then there should be a very simple answer. However, after months of us continuously asking the question of what it would cost a single family in this country, the government cannot come up with an answer.

Business of Supply  Mr. Speaker, I could not agree with my colleague more. Strong national leadership is needed. That is what we had under the Conservative government. The Harper government is the only one in Canadian history that has ever reduced greenhouse gas emissions. I do not know why my colleague from Winnipeg North does not get that.

Business of Supply  Mr. Speaker, I will be splitting my time today on this opposition day motion with my colleague from Red Deer—Lacombe. There is no denying that the Liberal carbon tax is a significant shift in public policy. While the Liberals use euphemisms such as “leadership” to describe how they broached this issue with the provinces, the word “threatened” would be far more accurate.

Manitoba Agricultural Hall of Fame Inductee  Madam Speaker, I rise today to pay tribute to Ron Helwer, who recently celebrated 50 years in business. In 1968, Ron moved with his wife Vera and his growing family to Brandon. It was there that he started Shur-Gro Farm Services, which now includes Monroe Farm Supplier and partners with Double Diamond.
