National Council for Reconciliation Act  Madam Speaker, I have such a tremendous amount of respect for my hon. colleague across the way. We did some pretty critical work together in committee to pass Bill C-15. In saying that, I know that my colleague is very committed to human rights, but one of the frustrations that I have had, particularly as we are talking about this council, is the focus being shifted away from survivors and toward organizations.

I mean this respectfully, but I just want to remind members in the House not to use possessive terms like “our indigenous people”, when referring to indigenous people. We are our own people with our own independent rights.

National Council for Reconciliation Act  Madam Speaker, I have the privilege of working with my hon. colleague on the status of women committee, where we are just completing a study, as was mentioned, on the connection between resource extraction and increased violence against indigenous women and girls. We managed to sit down and talk about some of the hard truths about the history of our country and the ongoing genocide of indigenous women.

National Council for Reconciliation Act  Madam Speaker, I have worked really well with my colleague across the way, but he spoke about more spending, and that certainly is not agreed to by Riley Yesno at the Yellowhead Institute, who said: What does this underfunding —this is in regard to indigenous people— and the budget approach more generally mean for those like Indigenous people, who have been consistently underfunded even when the Canadian government has made its largest investments?

Digital Charter Implementation Act, 2022  Mr. Speaker, the private right of action would allow individuals and groups of consumers to seek compensation in court. This has been used effectively in the United States to remedy violations, but it is very burdensome in Bill C-27 to make it even usable. For example, if the Privacy Commissioner does not investigate or rule on a complaint, an individual has no right of action.

Digital Charter Implementation Act, 2022  Mr. Speaker, my hon. colleague spoke about rights, and I agree with her that privacy rights are an important part of the digital age. Like other rights, we must be clear where we stand on them. I am wondering if the member agrees with me in questioning whether making it easier for the Facebooks and the Googles of the world to use Canadians' personal information in ways that have nothing to do with their services in the guise of helping small business is the right place to stand.

Families, Children and Social Development  Mr. Speaker, on Wednesday, child care workers and advocates are holding a day of action. Their message is that child care staff are worth more than they are being paid. As a former childhood educator, I know first-hand how inadequate pay and benefits make recruiting and retaining staff more difficult and the biggest barriers to expanding licensed child care and improving access is the shortage of child care staff.

International Day for the Elimination of Violence Against Women  Mr. Speaker, today is the International Day for the Elimination of Violence Against Women. Every six days, a woman in Canada is killed by her intimate partner. Tonight, thousands of women, many with children, will be staying in shelters, and hundreds will be turned away because they are full.

Public Complaints and Review Commission Act  Mr. Speaker, we on this side of the House will be supporting the bill. There have been concerns raised, and in my speech today I raised issues with the CBSA detaining children due to their immigration status. The fact that this is still a practice in this country is wrong. I think it is vile that in this country we detain children due to their immigration status.

Public Complaints and Review Commission Act  Mr. Speaker, first I would like to congratulate my colleague on her re-election as the leader of the Green Party. This is certainly not my personal opinion, but in terms of systemic racism that is perpetrated by police forces, particularly against BIPOC, Black, indigenous and people of colour, has been noted not just nationally but also by the international community at the level of the United Nations, including the UN Committee on the Elimination of Racial Discrimination.

Public Complaints and Review Commission Act  Mr. Speaker, that is another example of how indigenous people's rights in this country are consistently trampled on daily, including their mobility rights. Absolutely, we need to have independent oversight. That is certainly something we have called for. It also speaks to the need to have indigenous representation and indigenous oversight to look at matters of human rights, which the government agreed to uphold with the adoption of Bill C-15 in the last Parliament, to see the full adoption and implementation of the United Nations Declaration on the Rights of Indigenous Peoples.

Public Complaints and Review Commission Act  Mr. Speaker, I absolutely agree that there needs to be indigenous representation on the oversight. It is no secret, when we look at the history of systemic racism in this country, that indigenous and Black people and people of colour have been disproportionately represented at the hands of police.
