Business of Supply  Madam Speaker, I thank my colleague for his question. My colleague does not have the good fortune to sit on the excellent House Standing Committee on Environment and Sustainable Development. Last year, I put forward a motion to develop a federal zero-emissions law. From the testimony we heard, we learned that there is a company in Montreal that recycles batteries from electric cars for the purpose of putting them back into new electric cars.

Business of Supply  Mr. Speaker, my speech will be the last one on today's motion. I have a question. Why does the official opposition think that the gas tax is the only way to solve the runaway inflation that is currently happening across the spectrum? Anyone who must use a gas-powered vehicle is certainly feeling a little pinch when it comes time to pay.

Business of Supply  Madam Speaker, I salute my colleague who sits with me on the Standing Committee on Environment and Sustainable Development. Sometimes we are on the same wavelength, and sometimes we are not at all. Today is an example of the latter. Oil companies benefit when the price of crude oil goes up.

The Environment  Mr. Speaker, the IPCC confirms that 3.5 billion people are extremely vulnerable to climate change, and 70% of those living in that precarious state are women. As we approach March 8, I would like to point out that women will be the main victims of climate change. This brings me back to the government's actions.

The Environment  Mr. Speaker, the Minister of Environment announced that he would provide an update on the Bay du Nord project on Friday. Friday is tomorrow, not 10 months from now. Usually, when a person schedules a press conference to make an announcement the next day, it is because that person has something to say and they already know what it is.

The Environment  Mr. Speaker, I would like to say to members that the only environmental assessment that the government should be concerned about is the IPCC report. The UN Secretary‑General says that it is the most damning scientific report that he has ever seen. This is serious. The government, the Deputy Prime Minister and the parliamentary secretary tell us that we must listen to the science and make evidence-based decisions, but what does the science say?

Business of Supply  Madam Speaker, I thank my colleague for the question. I do not know, but I get the impression that there is some confusion. Earlier it was about food and pipelines. Now it is about nickel and oil, and there is talk of sharing our wealth. In a past life, I was a teacher. When I had a student in my class who had problems learning, I did not tell him that I would teach him extra math lessons.

Business of Supply  Madam Speaker, one minute is not a lot. I can say that no one, except for the Conservative Party, believes that the solution to Europe's dependence on Russian oil would be to increase its dependence on Albertan oil. Here is some food for thought: Is this about doing something for Ukrainians or for Albertans?

Business of Supply  Madam Speaker, I do not understand. I have also been here for over half an hour. Why are the Conservatives, the official opposition, linking food and fertilizer? I will explain why. Because of the current climate crisis, people in many countries are going to die of hunger or will have serious food-related issues.

Business of Supply  Madam Speaker, I want to begin by reminding members that we are deeply mired in a global climate crisis, which is recognized by all the experts. Governments around the world are mobilizing in the face of this crisis, although some are doing more than others. We were just beginning to get out of the health crisis when Russia decided to attack Ukraine.

The Environment  Mr. Speaker, the solution to Ukraine and Europe's energy dependence on Russia is not Canadian fossil fuels, but the green transition. That is what Ukraine and the UN are saying. However, in Canada, we might say that depends a bit on who is talking. Yesterday, the Minister of Environment and Climate Change said, “we have to reduce our reliance on fossil fuels...to reduce our dependence on countries like Russia”.

The Environment  Mr. Speaker, just this week, despite everything it is going through, Ukraine stated that the world must not give up the fight against climate change. We are going to help continue the fight. The UN is asking Canada to accelerate the energy transition, and the IPCC is telling us that the world is on fire and that half the world's population will suffer as a result.

Business of Supply  Madam Speaker, I want to look back in time, to 1995. At the time, Jean Chrétien was Prime Minister and the House had recognized Quebec as a distinct society. Mr. Chrétien asked in the House for the government to take that into account in all of its decisions. Since the House reiterated last June that Quebec is a nation, would it not be time, in light of today's debate, to take Quebec's nationhood into account in the decisions that we must take?

The Environment  Mr. Speaker, this is an answer that keeps being postponed. The UN Secretary General has made a lot of statements. He said that the world's biggest polluters are guilty of arson on our only home and that this abdication of leadership is criminal. We expect leadership from the minister, who has set the bar very high.

The Environment  Mr. Speaker, the Conservatives are exploiting the war in Ukraine to sell dirty oil and gas. Their solution is to build pipelines across Quebec to export more fossil fuels to Europe. The UN Secretary-General is not on board though. He said, “As current events make all too clear, our reliance on fossil fuels makes the global economy and our energy security vulnerable to geopolitical crises....now is the time to accelerate the transition to a renewable energy future.”
