Budget Implementation Act, 2016, No. 1.  Mr. Speaker, I think the bank recapitalization regime is consistent with international best practices and standards developed following the financial crisis. I think it will help enhance the bank resolution tool kit. It will support resilience of our financial sector. I believe this bail-in regime would apply only to Canada's largest banks and would allow authorities to recapitalize a failing bank by converting eligible long-term debt into common shares.

It is a privilege for me to rise today to speak in this chamber about the great riding of Surrey Centre. The city of Surrey is one of the fastest growing cities in the province of British Columbia.

Violence Against Women  Mr. Speaker, today I would like to address a tragedy in my constituency that occurred four and a half years ago when Maple Batalia, a talented young women, a health sciences student at SFU, and an upcoming model was murdered at her school. The death of Maple Batalia has, for the past four years, been a colossal wound to our community.

International Development  Mr. Speaker, many of my constituents and people across British Columbia continue to be concerned for the well-being of the people of Fiji who have been hit by Cyclone Winston. As many as 32,000 homes have been damaged or destroyed, and 350,000 people have been displaced as a result of this devastating natural disaster.

Citizenship Act  Madam Speaker, I thank the member for bringing this up and appreciating our new legislation that is being proposed. I agree that we should relieve and reduce any barriers that are preventing citizenship, if we can. I again thank the member and his colleague, the member for Vancouver East, who is on the Standing Committee on Citizenship and Immigration, for raising this before.

Citizenship Act  Madam Speaker, this legislation would alleviate a lot of pressures. As members of Parliament, we know very well that, when we try to learn a second language—whether English is our first language and we are attempting to learn French, or vice versa, those who speak French in this House wanting to learn English—it is challenging at best, even for those who are within the ages of 18 to 55.

We have indigenous culture, we have Quebec culture, we have a multicultural culture, so we not are a melting pot of culture, where everything merges into one. We celebrate a diverse range of cultures, and I am proud of living in Canada.

International Development  Mr. Speaker, I reiterate the member on the other side's question. Cyclone Winston, a category 5 hurricane, just struck the island nation of Fiji. Thousands of homes were destroyed, and even more people have been displaced. My riding of Surrey Centre, along with many others across this country, is home to thousands of Fijian Canadians who have loved ones in Fiji.

Pensions  Mr. Speaker, seniors in my riding of Surrey Centre who rely wholly on old age security and are struggling to make ends meet have not received an increase in their old age security in years. They are wondering if the Government of Canada plans to provide any relief. Would the Minister of Families, Children and Social Development update the House on the government's efforts in helping to provide seniors with much-needed assistance?

Community Services  Mr. Speaker, I rise today to recognize the men and women in my riding who day after day, week after week, serve the most vulnerable and needy by providing hot meals, clothing, and even shelter. These organizations, being the Surrey Urban Mission, the Lookout Society, and Guru Nanaks Free Kitchen, work diligently and with minimal resources, but ensure that the most vulnerable of our population never go to sleep hungry.
