Petitions  Mr. Speaker, I rise to table a petition signed by Canadians from across the country, many of those from my riding of Battlefords—Lloydminster. The petitioners assert that the Liberal government's Canada summer jobs attestation discriminates against faith-based employers and that it infringes on their constitutional rights.

Carbon Pricing  Mr. Speaker, this summer the Prime Minister admitted that his carbon tax would harm Canadian business when he cut a special deal for large companies, yet he still is forcing small businesses and Canadian families to pay this unfair tax. He continues to ignore the concerns of my province by rejecting a “made in Saskatchewan” plan to address climate change.

Firearms Act  Mr. Speaker, I find that question quite interesting. Again, I live in rural Canada, in Saskatchewan. Every person I have spoken to who is a law-abiding firearm owner takes the measures that he or she needs to take, by storing it safely under lock and key. These people have licences.

Firearms Act  Mr. Speaker, that is not what this is, though. We have a piece of legislation that is not addressing gangs and criminals, the people who are stealing these weapons. As I said, and I will reiterate, law-abiding gun owners have their guns under lock and key, so they are not easily attained.

Firearms Act  Mr. Speaker, I rise tonight to speak to Bill C-71, an act to amend certain acts and regulations in relation to firearms. This legislation would have an impact on many of my constituents who are law-abiding gun owners. In fact, this legislation would have a big impact on many Canadians.

Questions on the Order Paper  With regard to the decision by the National Gallery of Canada not to sell the “Eiffel Tower” painting by Marc Chagall: (a) what is the cancellation fee or other similar cost which must be paid to (i) Christie’s or (ii) other vendors as a result of the cancellation; and (b) what input did (i) the Minister of Canadian Heritage, (ii) the Minister of Canadian Heritage's office, or (iii) the Department of Canadian Heritage have on the decision?

Questions Passed as Orders for Returns  With regard to expenditures at hotels by the Privy Council Office (PCO) and the Office of the Prime Minister (PMO): (a) what is the total of all such expenditures in (i) November 2017, (ii) December 2017, (iii) January 2018; (b) what are the details of all expenditures in (a), including (i) vendor, (ii) amount, (iii) date of contract or invoice, (iv) description of goods or services, (v) file number, (vi) indication if expense was incurred by PCO or PMO, (vii) location; and (c) for any blocks or groups of hotel rooms purchased in regards to (a), what are the details of each such purchase, including (i) name of hotel, (ii) number of room nights purchased, (iii) nightly room rate, including any applicable taxes, (iv) total amount?

Cannabis Act  Madam Speaker, in my previous line of work I worked a lot with children and youth, and I have worked in situations where psychiatrists cannot differentiate what is the marijuana consumption side effect and what is the psychosis, whether it is from depression, anxiety, or whatever it is.

Cannabis Act  Madam Speaker, I am not sure if the member opposite listened to what I had to say. The way this legislation is written, children aged 12 to 17 can be in possession of it. This is alarming. We do not have a public health campaign out there right now teaching children or talking about it with children, that this is potentially harmful and dangerous for them.

Cannabis Act  Madam Speaker, I find that statement to be a little rich. It seems we have a government right now that decides when it wants to respect provincial jurisdiction and when it does not.

Cannabis Act  Madam Speaker, I rise today to speak to Bill C-45, the cannabis act, a bill that would have a profound impact on our Canadian society. The Liberal government's plan to legalize recreational marijuana has created a lot of uncertainty and unanswered questions. It is pushing this legislation forward without giving it the due diligence it requires.

Impact Assessment Act  Mr. Speaker, I had an opportunity to read something written by a Canadian citizen. It is their opinion of the government buying a pipeline worth $4.5 billion. That person said that governments should not be in the investment business. The government's role is to encourage and create environments for others to take risks, they emphasized.

Impact Assessment Act  Mr. Speaker, it is quite interesting that I am being asked this question right now, because in Saskatchewan, the province I am from, we have a made-in-Saskatchewan climate plan. It is a plan to tackle climate change. We did that, and the Liberal government will not allow Saskatchewan to do that.

Impact Assessment Act  Mr. Speaker, I find my colleague's question very interesting because of what just happened with Kinder Morgan. The government made it such an uncertain area of investment that it had to pay off Kinder Morgan to build the pipeline, or else it will not be done. I am not going to accuse the government of not building the pipeline.

Impact Assessment Act  Mr. Speaker, I am glad to rise again today to finish my remarks. I started them at five minutes to midnight last night, so I am glad that I have this opportunity to continue. I want to remind my colleagues that Kinder Morgan never asked for a single dollar of taxpayers' money. It asked the government to provide certainty that its pipeline could be built.
