Human Rights  Speaker, it was extremely fortuitous in fact that the APEC meetings took place in Vancouver under the leadership of the Prime Minister. It demonstrated to investors and to workers in all of Southeast Asia that in fact the major industrial countries were prepared to come together to make sure that the international financial system continued on at a stable pace.

Francophonie Summit  The Francophonie has elected its first Secretary General, Mr. Boutros Boutros-Ghali. Under the leadership of the Prime Minister, we succeeded in advancing the Francophonie in a number of areas, particularly the information highway, the permanent international criminal court and human rights.

The Economy  The government has a very important role to play to level the playing field between the economic health and the social health of this country. Under the leadership of the Prime Minister and with the hard work of the finance minister our fiscal house is in order. That allows us to have surpluses in the country which we will be investing toward children, in the national child benefit, toward programs for persons with disabilities and toward the aboriginal head start program in order to have a better society.

Speech From The Throne  Our domestic economy has been on its back for the last four years. Canada's domestic economy under the leadership of this Prime Minister has been on its back. We would have been in a recession had it not been for the trade agreements which we signed and fought for in 1988 and 1993. You have to appreciate the spectacle of the Prime Minister and the Liberal benches rising during question period to applaud the government on its brilliant record.

Finance  I do not denigrate the approach which Reformers have taken but I do put forward with a certain amount of enthusiasm the approach taken by the Minister of Finance under the leadership of the Prime Minister. There are not too many people who five years ago would have thought that it was going to be the Liberal Party that had to come to grips with the deficit and the debt.

Great Lakes Region Of Africa  I am convinced that this happened at least in part because of the imminent arrival of the international force put together under the leadership of our Prime Minister. The Prime Minister's decision to offer Canadian leadership for this mission is in keeping with an honourable Canadian tradition, a tradition of unparalleled expertise in peacekeeping and of dedicated humanitarian assistance.

Supply  This is the Montreal we need, the Montreal that must shine. The Government of Canada, under the leadership of the Prime Minister, has taken a structuring approach where various federal departments have their own line of action. These lines of action are very interesting and reflect our government's agenda.

Administrative Tribunals (Remedial And Disciplinary Measures) Act  I can talk about the fact that in my area we have the lowest crime rate ever, thanks to the measures taken by the Minister of Justice under the leadership of the Prime Minister. Businesses are looking to the future with a great deal of optimism because interest rates are low and consumer confidence is high. People are being equipped with the skills required to take on the global economy of the 21st century.

Referendums  Let the minister admit that the sole purpose of this strategy is to revamp the government's image in English Canada, because it needs it and, as usual, to do so under the leadership of the Prime Minister. This is a man who is accustomed to renewing his image at Quebec's expense, as he has done throughout his political career.

Budget Implementation Act, 1996  Missions to South Africa, South America and Asia were orchestrated under his leadership and under the leadership of the Prime Minister. These missions resulted in billions of dollars in trade deals over the short period of one and a half years. Given my experience in international business, I know many of these agreements moved from the concept stage to the contract signing stage as a result of these missions.

Speech From The Throne  Canada enjoys the highest growth rate of the G-7 countries, the big industrial countries, the United States, Japan, Germany, France, Italy and so on. The government under the leadership of the Prime Minister must be doing something right to have these results to show after only 28 months in office. I want to focus for a moment on youth unemployment, particularly as it relates to Newfoundland.

Speech From The Throne  We will therefore rely on the Team Canada partnership between federal and provincial governments and the private sector to create jobs for young people; double the number of federal summer student jobs as early as this summer; support technology development in the aerospace industry, in environmental technologies and in biotechnology, and launch a Canadian technology network; expand the access to the information highway, particularly in rural communities; undertake further Team Canada missions under the leadership of the Prime Minister; and finally, announce new measures to enhance export development and financing. I will also spend some time today addressing the very real issue facing Canadians, the Canadian pension system, an issue that perhaps has been discussed the most in the time leading up to the speech from the throne and next week's budget, as announced by the Minister of Finance today.

Speech From The Throne  The success of "Trade Team Canada" demonstrates the value of working together to succeed in world markets and therefore create job prospects at home. Further "Trade Team Canada" missions will be undertaken under the leadership of the Prime Minister. To create jobs at home, the Government will announce new measures to enhance export development and financing, with emphasis on developing new products and new exporters and attracting new foreign investment.

Department Of Health Act  Over more than two generations, Canadians from across this great country under the leadership of Liberal prime ministers and ministers of health have built Canada's health system with great care and courage, foresight and compassion. We are proud and honoured to carry the torch of their vision forward, unaltered, while at the same time responding to the need and the challenge for finding new ways to implement the goals.

Cultural Property Export And Import Act  Mr. Speaker, if in two years or so some Liberals, perhaps under the leadership of the Prime Minister, were to travel to Wild Rose country, where there have been some sightings of dinosaurs, and sneak up behind a couple of them and knock them off and then try to donate them to a museum, how would this act work to allow us to have a tax credit for knocking off dinosaurs in Wild Rose country?
