Business of Supply  Mr. Speaker, of the $35 billion, $15 billion is coming from infrastructure that is already dedicated to green public transit and social infrastructure, and the other $20 billion is coming from investments the government will be making in purchasing assets. This is not taking away from municipalities.

Business of Supply  Mr. Speaker, we have specifically carved out $2 billion of infrastructure money for small communities. That is not in any way preventing those communities from also applying and receiving other infrastructure money. In fact, it is really opening up the envelope of accessibility.

Business of Supply  Mr. Speaker, I fail to understand where the giving and the charity come in. We are talking about private investment and public investment, the only difference being where it comes from. We are talking about, on both sides, that it could be a variety of financial instruments, be it loans, loan guarantees, or equity investment.

Business of Supply  Mr. Speaker, I very much appreciate the opportunity I have been given to talk about some of the statements in today's motion. I think Canadians deserve to know the facts, and they are not going to find them in this motion. In particular, I will take issue with the hon. member's claim that private corporations will be the largest beneficiaries of the Canada infrastructure bank, because reality is that Canadians will benefit the most.

Business of Supply  Mr. Speaker, I have tremendous respect for my hon. colleague from Saint-Hyacinthe—Bagot. We share the same interests on a number of subjects, especially those relating to our constituents in small towns. My colleague has concerns about the municipalities’ access to funding. The infrastructure bank is a funding tool, but it is just one in a whole array of funding tools that will be available to the municipalities.

Tuberculosis  Mr. Speaker, last month I took part in the Berlin TB Summit of the Global TB Caucus. This initiative drew together a dedicated group of parliamentarians from the G20 countries in order to build a coordinated response to the AMR agenda at the G20 this summer and press for the inclusion of TB within broader efforts to tackle drug resistance.

I witnessed first-hand the financial concerns of the members of the Canadian Forces at that time, which was at the time of the deployment to Afghanistan.

Richer Dubuc  Mr. Speaker, I would like to say a few words to express our great sadness at the loss of Constable Richer Dubuc, who was stationed with the Champlain detachment in C Division of the Royal Canadian Mounted Police. Forty-two-year-old Constable Dubuc died from injuries sustained in a car accident that occurred the evening of March 6 near Saint-Bernard-de-Lacolle in my riding.

The Environment  Mr. Speaker, last fall our government announced a federal investment of $7.9 million to launch the first phase of dismantling the Kathryn Spirit, a vessel that was abandoned on the shores of Beauharnois in 2011. Can the Parliamentary Secretary to the Minister of Fisheries, Oceans and the Canadian Coast Guard update this House on the progress of this projects as well what the government will do to address derelict vessels across the country?

Chateauguay  Madam Speaker, my statement today is dedicated to the Municipality of Chateauguay, which has implemented two great sustainable development projects that our community can be proud of. In December, the municipal council recognized the exceptional nature of the Île Saint-Bernard wildlife refuge and identified it as a municipal heritage asset.

Shooting in Quebec City  Mr. Speaker, on behalf of the people of Châteauguay—Lacolle, I rise today to condemn the shooting perpetrated at the Quebec City Islamic cultural centre last Sunday night. This Islamophobic attack, which took the lives of six people and injured many others, was a wanton act that has no place in Canada.

Natural Resources  Mr. Speaker, as promised in January, the government appointed four temporary members to the National Energy Board in order to meet a commitment to consult communities and indigenous groups to get as much feedback as possible on the proposed energy east project. Three additional vacancies came up this fall, when three members of the energy east review panel stepped down.
