What may be considered legal is not always ethical. I tend to say that legality is the bare minimum. In this case, is the bare minimum enough?

I am simply saying that it is important to shed some light on this issue. What happened is that the government had to make a very tough decision and find a balance between two difficult situations: protecting public health, which is very important, and protecting people's privacy.

It is said that if something has to be opaque to succeed, it is probably less ethical than something that can stand up to transparency and light.

First, at the source, there is not a modicum of user consent. Then, the point my colleague raises is very important.

Committees of the House  Madam Speaker, outside of being consulted, the commissioner was uncomfortable. He obviously could not comment on a large part of how the data was handled because of an ongoing investigation. However, I will say that he showed concern throughout his testimony. I asked him whether other countries had more effective protections than Canada does, and his answer was a sharp “yes”.

Committees of the House  Mr. Speaker, I move that the first report of the Standing Committee on Access to Information, Privacy and Ethics, presented on Wednesday, February 2, 2022, be concurred in. Last week, the committee tabled its report, which included a motion that was unanimously adopted by all committee members, including four Liberals, four Conservatives, one New Democrat and one Bloc Québécois member, me.

Privacy  Mr. Speaker, Ottawa has issued a call for tenders for a vendor to collect location data from all citizens' cellphones, without their knowledge, and share it with the Public Health Agency of Canada once it is anonymized. The deadline for the tendering process is tomorrow. I do not want to be alarmist, but we must be vigilant in the face of such a lack of transparency.

Privacy  Mr. Speaker, the Bloc Québécois is not questioning the Public Health Agency of Canada's motives. What we want is time. We want time for the ethics committee to make sure this move to collect massive amounts of personal data protects people's right to privacy. The tendering process closes tomorrow.

Trois-Rivières Chamber of Commerce and Industry  Mr. Speaker, today I want to pay tribute to an institution in my riding that is celebrating its 140th anniversary: the Trois-Rivières Chamber of Commerce and Industry. The Chamber was founded in 1881, making it one of the oldest chambers of commerce in Quebec. It contributed to establishing the Port of Trois-Rivières and building the railway station.

Resumption of Debate on Address in Reply  Madam Speaker, in Latin, “promise” means to send forward. However, when there is no follow-up, it amounts to nothing. The Liberals talked about high-frequency rail. It was an election promise in 2015 that was recycled in 2018, then in 2019 and again in 2021. The result is that the public, voters and citizens lose interest in politics.

I can only agree; however, to be fair, I would say that, unfortunately, when it comes to official languages and French, the Liberals' intentions have always been verbs conjugated in the future tense.

However, I want to ask him about the topics he avoided. Will Canada be able to restore its international reputation on foreign policy? Canada has been known as a peacemaker and a deal broker.

Health is very important, but once a person is healthy, where are they going to live? There is a dire need for social and affordable housing. The need was dire during the pandemic, and the situation has only gotten worse.
