Hon. Jim Carr  Mr. Speaker, this Sunday will mark the first night of Hanukkah. In my riding of York Centre and in homes across Canada and around the world, millions of Jewish families will light the hanukkiah and celebrate the festival of lights. The light of the hanukkiah is a symbol of peace and life.

Child Care  Madam Speaker, Bill C-35 would enshrine the Canada-wide early learning and child care system in law, ensuring a future government could not unilaterally cancel the agreements. Bill C-35 is necessary, because we know Canadian parents are counting on us to have affordable child care available to them, and they are planning their family budgets with this in mind and their futures.

Child Care  Madam Speaker, I thank my Bloc Québécois colleague for the question. Quebec has led the way for 25 years in what good, affordable, high-quality child care means to Canadian families. I am pleased that every province and territory in this country has now signed on in understanding how affordable child care is needed and demanded by families across this country to give our children the best start in life.

Child Care  Madam Speaker, I will emphasize again that the legislation that we are putting forward is to ensure what is in place stays in place, including the wonderful model that Quebec has put in place for their citizens for the last 25 years. We want to respect the jurisdiction of all provinces and territories in running their early learning and child care systems, and we want to make sure that every child in every part of this country, no matter where they live, has the best start in life.

Finance  Madam Speaker, on this side of the House, we know the programs we put in place during the COVID-19 pandemic helped nine million Canadians weather the storm, stay safe and keep a roof over their heads and food on the table. Since that time, we have continued to invest in Canadians.

Child Care  Madam Speaker, child care is not a luxury; it is a necessity. That is why our government is establishing a Canada-wide early learning and child care system. All families should have access to high-quality, affordable and inclusive early learning and child care, no matter where they live, today and into the future.

Questions on the Order Paper  Mr. Speaker, in budget 2021, the government provided $400 million to ESDC to create the community services recovery fund, or CSRF. This fund is a one-time investment to help respond to the adaptation and modernization needs of charities and non-profits facing the immediate and long-term impacts of the COVID-19 pandemic.

Finance  Mr. Speaker, I find it really interesting that our colleagues across the way do not understand what it means to invest in Canadians. For example, this government signed agreements with every province and territory across this country to make sure that Canadian families have affordable, high-quality and inclusive child care, which is not just good for families but great for the economy.

Carbon Pricing  Mr. Speaker, on this side of the House, we understand how challenging life is for Canadians right now. As my colleague mentioned, we have been putting forward significant benefits to help them, whether it is the Canada child benefit; the dental benefit, which is accessible today; or the increase to the Canada workers benefit.

Gender-Based Violence  Mr. Speaker, in Canada a woman is murdered every 2.5 days. Fifty per cent are killed by intimate partners and 26% are killed by a family member. The early signs are there, and too many look away: “It's just that they do not like my friends or family.” “It's just that they are keeping me on a tight budget.”

Families, Children and Social Development  Mr. Speaker, I would like to thank the hon. member for her advocacy for a national child care system so we can make sure every child in Canada gets the right start in life. Through every agreement that we have signed with the provinces and territories across the country, we continue to work with them year by year with the agreements that we have in place to ensure there is high-quality staff that are well paid for their work in the day care system.

Carbon Tax  Mr. Speaker, I would like to remind the member across the way of what it means to stand up for Canadians. Over two million Canadians have been lifted out of poverty since this government has taken action. That is 450,000 families in the last year alone. Let me also remind members across the way that the Conservatives voted against and did not support the CCB, which lifted 435,000 children out of poverty in this country.

Digital Charter Implementation Act, 2022  Madam Speaker, as part of the ethics committee team, I have already begun these deep-dive discussions on the impact of AI on privacy. We have looked at the mobility data of movement as it pertained to the pandemic. I can rest assured that I have an interest in this at committee, whether it is at ethics, at justice or wherever this lands, to make sure that we get those answers.

Digital Charter Implementation Act, 2022  Madam Speaker, as I mentioned in my speech, part of the act and its contemplation is financial consequences for misuse of the act, in terms of privacy and data breaches, so it is certainly something that would come up. I heed warning. The member and I have talked about this in terms of the Volkswagen case in the U.S. and Canada.

Digital Charter Implementation Act, 2022  Madam Speaker, this legislation is important right now so that we can weed out what is not legitimate. We all have these phones. I have one. It tells us when we have been to the grocery store, it tells us when our flights are on time and it tells us where we are in the world. We acquiesce to that every day and that data is used.
