The Environment  Mr. Speaker, the NAFTA environmental secretariat condemns the government's attitude towards the dumping of toxic substances in our rivers by pulp and paper mills. This report resulted from a complaint filed by seven environmental groups regarding 1,000 offences committed between 1995 and 2000.

The Environment  Mr. Speaker, action needs to be taken now. The Liberals failed to enforce Canadian environmental laws and the Conservatives broke their promise to be different. It is same old, same old. First they hid the report and they have taken no action. It sounds familiar. We are talking about significant amounts of toxic waste going straight into our rivers.

Business of Supply  Mr. Speaker, I listened with great interest to the presentation of my Liberal colleague. He knows, as we all do, that Canadians are asking for much more than what we have seen so far from the government, where the Prime Minister is Mr. denial and the Leader of the Opposition is Mr. delay, on this critical issue of climate change.

Sales Tax Amendments Act, 2006  Mr. Speaker, I listened with great interest to the presentation by the hon. member for Joliette on Bill C-40. He talked about the GST relief for foreign banks. There is another very important element: the situation currently experienced by school boards. In my riding of Burnaby—New Westminster, the school boards in Burnaby and New Westminster have spoken out about the need to get the same GST exemption as municipalities and governments.

Softwood Lumber Mills  Mr. Speaker, the Western Forest Products mill in New Westminster is closing on February 7. Unless the government steps in to clean up the mess created by the softwood sellout, another 300 families will lose their breadwinner and 1,000 jobs will be lost indirectly. The softwood lumber sellout has resulted in the hemorrhaging of thousands of jobs throughout Canada.

Softwood Lumber Products Export Charge Act, 2006  Mr. Speaker, with or without hesitation, the important thing is that you gave me the floor. To come back to what my colleague from Berthier—Maskinongé said, the Quebec industry did indeed hold a vote on this agreement last summer. The result was 35 to 12 against the agreement. Then the entire federal government delegation started.

I always enjoy his presentations because of his eloquence. However, I do not understand the Bloc's logic because everything he said today is very straightforward and quite legitimate.

There was appalling negligence from the Liberal government and then it was actually worse from the Conservatives. This sellout did not need to happen because the Conservatives and the minister did not understand what they were getting into.

The reason this agreement is on the floor of the House of Commons is that the Liberals worked with the Conservatives. It is not a question of we finally voted no at the end; it is why this bad deal is on the floor of the House of Commons.

I will just read the end of the quotation: BC needs to improve on its sorry record in generating more jobs and higher prices from the forest products we manufacture. And [this deal] encourages further shipments of raw, unprocessed logs from the province.

The Prime Minister said it was going to take seven years of litigation. I asked the trade minister and Michael Wilson about this appeal process that they had invented out of thin air that would allow seven years of appeals.

But I do not understand what he has just told us. This summer in fact the Quebec industry voted 35 to 12 in favour of the agreement.

Softwood Lumber Products Export Charge Act, 2006  Mr. Speaker, I am dismayed to have to stand and speak at third reading of Bill C-24. I am dismayed because here is a case where clearly due diligence and responsibility of parliamentarians was lacking when there is legislation that touches in such a direct way the lives of Canadians across the country from coast to coast.
