Points of Order  Mr. Speaker, I personally find it very hard to believe that the Conservatives could be having any trouble with participation by their members as a result of Internet problems. I know we heard vociferously in question period earlier today that Conservatives want to come to work and want to be in the chamber and feel that participating virtually is not legitimate.

Criminal Code  Mr. Speaker, I certainly agree that legislative solutions alone are not enough without added resources at the border to fight illegal gun trafficking from the United States. In a June 2 article in Canada's National Observer, Sandy Garossino wrote that 75% of firearm fatalities were suicides committed by gun owners.

The Economy  Mr. Speaker, the Liberals keep talking about things they were doing or should have been doing before inflation struck. The fact is that Canadians are worried about losing their homes and are worried about feeding their families, and the Liberal plan is another seven dollars on the GST rebate.

The Economy  Madam Speaker, in her speech at the Empire Club this week, the Deputy Prime Minister treated inflation like it was a public relations problem for the government rather than the very real financial issue that it is for so many Canadians. As she was speaking, new mothers on employment insurance and others depending on EI were having their EI payments garnished to pay debt back to the government while they were trying to keep their homes.

Judges Act  Madam Speaker, on the question of timing, I have to note that one thing that helps governments accomplish their legislative priorities is time. In the last Parliament, the Prime Minister chose to call an election needlessly when all the opposition parties pledged not to cause an election.

Preserving Provincial Representation in the House of Commons Act  Mr. Speaker, the NDP has supported the principle of asymmetrical federalism since 1961. I may not fully understand the term “self-determination”, but we have always tried to ensure that Quebec's need to have more decision-making power is recognized, particularly in relation to federal programs.

Preserving Provincial Representation in the House of Commons Act  Madam Speaker, I certainly do think that the question of how we resource MPs is a very important one. We need to recognize how, depending on what riding one represents in the country, one can have a very different experience as an MP, and the community or communities one serves in those ridings are going to have very different experiences of having an MP.

Preserving Provincial Representation in the House of Commons Act  Madam Speaker, I am pleased to rise this evening to participate in the debate on Bill C‑14. The NDP has long supported the principle that Quebec should maintain a consistent proportion of the seats in the House of Commons. That is not what Bill C‑14 would do, but we think that this bill is nevertheless important, to ensure that no ground is lost while we hold a broader debate on the proportion of seats.

It made me think of something more recent than the Constitution Act of 1867: the rules for the Conservative leadership race. These do not have representation by population.

Criminal Code  Madam Speaker, I thank my colleague for Cowichan—Malahat—Langford for the information that he brought to the debate and also for the tone, which I think is quite constructive. The member recognized that there are many lawful gun owners in Canada who have a culture of responsible use, but that we nevertheless have a serious problem with gun crime in Canada.

Budget Implementation Act, 2022, No. 1  Madam Speaker, it may not surprise the member that I may have a different take on what constitutes building a kind of competitive culture, but I do want to offer some remarks to that effect. When companies are looking to locate, we often hear about the importance of the tax regime.

Budget Implementation Act, 2022, No. 1  Madam Speaker, I do often worry about the extent to which the publishing of polls can affect public opinion, but it is something that is accentuated in a first-past-the-post system. If there is a proportional system of some kind, then in spite of whatever polling is saying about who is going to win the most seats, people can still feel they are contributing to electing people they agree with and who are going to speak on their behalf and raise issues that are of importance to them.

Budget Implementation Act, 2022, No. 1  Madam Speaker, I was flabbergasted, frankly. I think that is a proper parliamentary term. I could express my feelings a few other ways, but they may not be as parliamentary. I was surprised in two senses, first of all, at the fact that he kind of made the blanket statement, “Well, any time you have proportional representation you have bitter disagreement and polarizing” as if that is something that is not happening here in Canada.

Budget Implementation Act, 2022, No. 1  Madam Speaker, I will start with the second question. The fact that the version of the documents tabled in the House is not the full version is obviously a problem, and it is part of a broader issue that bothers me a bit. We no longer see paper copies being tabled these days. For example, as a parliamentarian, I was unable to get a copy of the blue book of the estimates.
