Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, when Bill C-4, an act to implement the agreement between Canada, the United States of America and the United Mexican States, is referred to committee, could the government commit to supporting a proposal at committee to have other committees, in addition to the trade committee, study the provisions of Bill C-4 and the impacts within their respective mandates in the same manner that budget bills have been considered at committee in recent years?

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, on a point of order, when the hon. parliamentary secretary asks that all questions be allowed to stand, typically the question will be put to the House, for us to provide that unanimous consent. I believe that did not occur.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, that is the concern being expressed by my friend and colleague, the hon. member for Chicoutimi—Le Fjord. He is such a strong advocate for the aluminum industry, particularly in his riding. No one on this side of the House wants to see the potential for that industry to become corrupted by the dumping of aluminum from China into Mexico.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, the hon. parliamentary secretary to the House leader's question gives me the opportunity to talk about the Conservative Party record on trade and in particular the work of the member for Abbotsford and the former agriculture minister, Gerry Ritz, who were instrumental in negotiating the trans-Pacific partnership.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, it is an honour to rise in the House today to continue debate on Bill C-4, which would implement the new NAFTA between Canada, the United States and Mexico. Since this is my first opportunity to address the House at some length in this Parliament, I would like to very briefly thank the good people of Perth—Wellington for giving me the honour of serving a second term as their representative here in Ottawa.

Questions on the Order Paper  With regard to the SNC-Lavalin affair: (a) how many individuals has the Privy Council Office determined are to be bound by cabinet confidence and are thus unable to speak with the Royal Canadian Mounted Police (RCMP); and (b) will the Prime Minister allow the RCMP to conduct a full investigation and waive cabinet confidence for all individuals the RCMP wishes to interview, and, if not, why not?

Questions on the Order Paper  With regard to the practice known as “March Madness” where expenditures are made in order to avoid having unspent funds at the end of each fiscal year: what are the specific policies, programs or incentives that are currently in place, if any, in order to discourage March Madness spending, broken down by (i) department, (ii) agency, (iii) Crown corporation, and (iv) other government entity?

Resumption of debate on Address in Reply  Madam Speaker, the member just mentioned that he is looking forward to what will come out in the budget later this spring. However, when we will see a long-term outlook on when the budget will be balanced? In past years, we have seen the government quietly slip the long-term fiscal projections into a press release the day before Christmas Eve when people will not notice, where it reveals that the budget will not be balanced for decades.

Business of Supply  Mr. Speaker, first of all, yesterday the Liberals voted in favour of a motion declaring a climate emergency, but the real emergency is a political emergency. The Liberals saw their votes seeping to other parties. They saw a Green seepage and an NDP seepage, so they used a political emergency to have a debate.

Business of Supply  Mr. Speaker, the right thing is to take real action in support of the environment, rather than introducing more taxes on Canadians who are already struggling to get by. The member talked about urban centres. Let us talk about rural communities, which I am proud to represent. Our rural communities are going to be the hardest hit by the carbon tax, and they are going to see the least amount of benefit from the carbon tax.

Business of Supply  Mr. Speaker, it is an honour to rise today to speak to this motion. Canadians do care about the environment. Canadians care about the environment, and they care about climate change. Constituents in my riding of Perth—Wellington care about the environment and climate change. They tell me that.

The Environment  Mr. Speaker, according to the Prime Minister's itinerary today, he started the morning in Ottawa. He then flew to Toronto. He will then fly to Ottawa. After that, he will fly to Montreal. After he is done in Montreal, he will fly back to Ottawa for the climate emergency vote tonight.
