Resumption of Debate on Address in Reply  Madam Speaker, I agree with my colleague, who talked about all the things on which the Speech from the Throne is silent. There are silences in several sections of the throne speech. There are some repetitions, but there are also silences. I am concerned about the latter, particularly as regards agriculture.

Public Services and Procurement  Mr. Speaker, renewing the lease on the facility near Roxham Road is yet another Liberal ethical failure. The mere fact that the renewal was concluded in secret and untendered, and that it was awarded surely by chance to a Liberal donor, confirms this. Providing smuggling services at the border is illegal, and yet Ottawa is making it easy for people to cross.

Criminal Code and Controlled Drugs and Substances Act  Madam Speaker, mandatory minium penalties have clearly not proven to be effective over the years. As an ethicist, I worked with police officers and prisons. In both cases, I was able to observe two types of inmates: repeat offenders for whom not a lot can be done, and who are serving what is likely an appropriate sentence, and first-time offenders who are serving time because they made a mistake.

There are ideological differences between certain parties, and I am prepared to accept this and participate in debate. However, I do not want partisan differences to taint the debate. Partisan differences, or at least partisan obsessions, muddy the waters and make it difficult to debate.

I want to take a broader perspective on the question and point out that, notwithstanding the ideological difference I mentioned earlier, the Bloc Québécois does not support abolishing mandatory minimum penalties for firearms offences.

I stated that the federal government should exercise its prerogatives in its jurisdictions. Gun control is a federal jurisdiction. I do not believe that this responsibility can be delegated to a province.

I would say that that is absolutely the case and that I am ready to participate in it since my background is in philosophy. Bill C-5 amends the Criminal Code and the Controlled Drugs and Substances Act.

Public Services and Procurement  Mr. Speaker, things are not going well at Roxham Road. First, by announcing that it will do nothing for five years, the government is ensuring that crossings at Roxham Road will continue and become normalized, even though these crossings are illegal. Second, it is paying a Liberal donor for these border facilities and there was no tender.

Public Services and Procurement  Mr. Speaker, by renewing the lease for these border facilities, the government is making it clear that it has no plan to shut Roxham down for at least five years. This obviously comes with a price tag, and I am sure it will reassure no one to hear that a Liberal is benefiting from the deal.

Business of Supply  Mr. Speaker, in recent years, Canada has shown that it is not a power with influence on the world stage. Right now, we are following the example of other countries who are miles ahead of us. Canada has had multiple foreign affairs ministers since 2015. It takes stability to score points on the world stage.

Business of Supply  Madam Speaker, when you look at the situation in Afghanistan as a whole, it is evident that Canada does not have a clear foreign policy. Canada has welcomed 4,000 refugees even though it promised to bring in 40,000. Quite frankly, we still have a long way to go, and the government appears to be making things up as it goes.

Criminal Code  Madam Speaker, Bill C‑3 is obviously very interesting. I would like to add a few comments to the debate. Health care workers have risked their lives and overcome danger to protect us. It is unacceptable for the majority to be controlled by a certain minority that wants to rule the streets.

An Act to Provide Further Support in Response to COVID-19  Mr. Speaker, I represent Trois-Rivières, a riding that essentially built its renaissance on the culture and events sector. Since the beginning of the pandemic, the government has helped events operators and performance halls, but abandoned the artists. I want to know when the government is going to do something to truly help artists, who are suffering.
