Judges Act  Madam Speaker, it is an honour for me to speak today on this very important topic: the introduction of Bill C-3, which is an act to amend the Criminal Code and the Judges Act. It is important that the Canadian public have confidence in our criminal justice system; therefore, it is critical that our courts and judges are perceived as being fair, objective and respectful of all parties: the accused, the complainant and all witnesses.

Business of Supply  Mr. Speaker, I am not sure that there was a question in there. Big pharma spends a lot of money on designing new drugs. The profit margin is what drives them to do that. There is going to be a cost involved. Just making it a universal plan does not necessarily bring down all those costs.

Business of Supply  Mr. Speaker, we have heard some examples of drugs that are more expensive in Canada than elsewhere, but for every example like that, there is an example of drugs that are cheaper in Canada than elsewhere. There are state governments and other big employers that come to Canada to purchase drugs because they are more affordable here than in the United States.

Business of Supply  Mr. Speaker, I will quote from the executive summary of the Hoskins report. Sentence number one is “Canadians spent $34 billion on prescription medicines in 2018.” That is sentence number one. The second part of the question was related to possible savings that would come out of getting rid of the patchwork.

Business of Supply  Mr. Speaker, I am talking about a strong economy, one that can fund a pharmacare program. I am answering the question about how we can afford a pharmacare program of $34 billion, which is what the Hoskins report says pharmacare will cost. How can the government do that better than private enterprise is doing it already?

Business of Supply  Mr. Speaker, I am pleased to rise to speak to the NDP's motion on universal pharmacare. I will be sharing my time with the member for Calgary Shepard. I am going to talk about the affordability of having another government plan. Money does not grow on trees, but that is what the NDP would have us think: We can just wave a magic wand and $34 billion will appear to fund a universal, comprehensive, accessible, portable public prescription drug plan.

Criminal Code  Mr. Speaker, I believe people should have choice, but choice should be a real choice. Palliative care is the right way to go. Somebody who wrote to me said that we should let Canada be known as a country of advanced palliative care, not as a country of an ever-expanding provision of MAID.

Criminal Code  Mr. Speaker, it stands to reason that I would support anything that would improve and enhance informed consent. The doctor giving the advice to the suffering patient should indeed be an expert in the field. I would also support any argument that would put in that additional safeguard for both streams, patients whose death is reasonably foreseeable as well as those whose death is not reasonably foreseeable.

Criminal Code  Mr. Speaker, Bill C-14 was the well-considered response of the previous Parliament to a Supreme Court of Canada decision, the Carter decision. Bill C-14 became the law, it was incorporated into the Criminal Code of Canada. I am of the opinion that the Attorney General should defend the laws of the country.

Criminal Code  Mr. Speaker, I am pleased to join the debate on Bill C-7, an act to amend the Criminal Code, specifically section 241 of the Criminal Code. That is the provision of the Criminal Code that makes it illegal to counsel a person to commit suicide or to aid someone to do so. In the absence of more recent amendments, in the previous Parliament there was Bill C-14 in response to the Carter decision by the Supreme Court of Canada.

Royal Canadian Mounted Police Act  Mr. Speaker, the Liberal government said that relations with indigenous peoples is its number one priority, yet in four years it has not even been able to determine who speaks for indigenous peoples. The Wet'suwet'en nations have agreed to the Coastal GasLink pipeline and now we have hereditary chiefs protesting that.

Royal Canadian Mounted Police Act  Mr. Speaker, while this party supports Bill C-3, we are disappointed that there has been a lack of consultation with key stakeholders and leaders, with the RCMP, the CBSA and the unions representing the people who work for those great organizations. It is a disappointment. That said, the bill will be effective in enhancing the work these organizations are doing, but the lack of consultation has been, and continues to be, problematic.

Royal Canadian Mounted Police Act  Mr. Speaker, my advice is that what was said is misleading, and that the public accounts do not support that allegation. I will take the opportunity to reiterate how important it would be to my riding to have that border open 24-7. It would have the support of not only Langley—Aldergrove, but surrounding regions as well, and it would certainly have the support of businesses in the chamber of commerce in Whatcom County.

Royal Canadian Mounted Police Act  Mr. Speaker, I am pleased to join the debate on Bill C-3, an act to amend the Royal Canadian Mounted Police Act and the Canada Border Services Agency Act. The legislation before us would rename the Civilian Review and Complaints Commission for the RCMP to the public complaints and review commission which, as an oversight committee, would also have responsibility to review civilian complaints against the Canada Border Services Agency.

Public Safety  Madam Speaker, yesterday the Minister of Public Safety misled the House when he said the Conservatives would do nothing about gun violence. That is not true. We would tackle the real issues. It is gang members who are committing gun violence, not the law-abiding citizens in my riding who go to the Langley Rod and Gun Club and the Langley shooting range.
