The member talked about the need for collaboration. We have seen that, but we have really seen it break down with this motion.

When Parliament was recalled last month, our government presented a strong plan to support Canadians during the global pandemic. Business of Supply  Mr. Speaker, I have been listening to the speeches of the member for Winnipeg North for some 33 years. He gets more eloquent every year. Of course, we are both from Manitoba. I am the member for Winnipeg South and just yesterday our public health officer announced that our caseload was 122 cases per 100,000 people.

The Environment  Madam Speaker, once again, we have been there for our small business community throughout this pandemic and we will continue to be. We have a comprehensive plan to address plastic pollution and a proposed ban for six single-use items that will be phased in. Therefore, restaurants like the member mentioned will have time to adjust.

COVID-19 Emergency Response  Madam Speaker, we have been there for the small business community throughout the pandemic. We have a comprehensive plan, as well, to address plastic pollution. The proposed ban for six single-use items will be phased in, so businesses and individuals have time to switch to alternatives.

Resumption of Debate on Address in Reply  Mr. Speaker, I thank the hon. member for her interest in, and passion for, fresh water. As she knows, we are blessed with 20% of the world's fresh water. It is a precious resource, and we need a freshwater strategy for the country. We view the Canada Water Agency as a mechanism that can help bring that about.

Resumption of Debate on Address in Reply  Mr. Speaker, I thank the member for his interest in water. I know he is passionate about salmon, which is a very important resource for all British Columbians including the indigenous peoples there. It is the home of the Fraser Basin Council, which really is a model for Canada on how stakeholders, governments and indigenous governments can work together to better manage and protect our water resources.

The Environment  Mr. Speaker, all we hear from the Conservatives is what they are against. They are against putting a price on pollution. They are against having cleaner fuels. They are against having a real climate plan. We know we have to take climate action now. Canadians know this. The world knows this.

The Environment  Mr. Speaker, our government has put in place an ambitious climate plan that is doing more to cut pollution than any other plan in Canada's history. We are also putting more money in Canadians' pockets. The clean fuel standard represents a massive opportunity to create jobs, attract investment, drive innovation and ensure Canada is producing the things the world wants, well into the future.

Scotties Tournament of Hearts  Mr. Speaker, this past week, the Canadian women's curling championship, the Scotties Tournament of Hearts, was held in Moose Jaw, Saskatchewan. Fifteen teams, representing all provinces and territories, put on an unforgettable display of curling. Emerging victorious was Team Manitoba's Kerri Einarson, Valerie Sweeting, Shannon Birchard and Briane Meilleur, winning the Scotties with a draw to the button in an extra end.

Natural Resources  Madam Speaker, I would just remind the hon. member that according to the law under which this project is being assessed, the legislative timeline for cabinet to make a decision is the end of February. As with any project, cabinet can approve the project with conditions, reject the project or extend the legislative timeline.

Natural Resources  Madam Speaker, I will repeat that this project is under active consideration by our government under the Canadian environmental assessment act. A decision must be made by the end of February 2020. We are going to consider a range of factors in that decision, including environmental impacts, advancing reconciliation, growing the economy and creating jobs.

Natural Resources  Madam Speaker, Canadians elected this government to protect the environment, grow the economy, advance reconciliation and create good jobs. We have done all of the above. They also expect this government to oversee fair and thorough environmental assessments. This is a major project that is under active consideration by our government.
