Multiculturalism  Mr. Speaker, it was an honour for me recently to join the Prime Minister, the Minister of Canadian Heritage, the Leader of the Opposition, the leader of the NDP, and many of our colleagues, at the site dedication ceremony for the national Holocaust monument in Ottawa. Can the Minister of Canadian Heritage update us on the progress of this project and indicate how important building such a monument is to the government?

The Environment  Madam Speaker, the UN Civil Aviation Organization, the UN agency responsible for aviation, has its head office in Montreal, a source of pride to all Montrealers. Montreal is also hosting that organization's 39th triennial assembly, which began on September 27. Can the Minister of Transport tell us about some of the discussions taking place at the assembly regarding greenhouse gas emissions and the role our government is playing on this critical issue?

Rosh Hashanah  Madam Speaker, on Sunday evening, Jews in Canada will begin celebrating Rosh Hashanah, the Jewish New Year. As such, it is a good time for us to recognize the enormous contributions that Canadian Jews have made to our society. Since 1760, the Jewish community has left its mark.

Shimon Peres  Mr. Speaker, rarely does a man embody a country, but Shimon Peres, who passed away last night, was indeed such a man. He was a part of every bit of Israeli history, big or small, since before the nation was founded. President, prime minister, Nobel Prize winner. He was a giant. He was one of the last of Israel's founding generation.

Food and Drugs Act  Mr. Speaker, it is a pleasure to be speaking today on Bill C-13. Indeed, it has been very difficult not hearing from the member for Sherwood Park—Fort Saskatchewan for three months. I have been missing both the members for Winnipeg North and Sherwood Park—Fort Saskatchewan; imagine how difficult it has been for me for several months.

An Act to Amend the Criminal Code and to make related amendments to other Acts (medical assistance in dying)  Madam Speaker, I want to thank my colleague, the member for Sherwood Park—Fort Saskatchewan, for the very strong contributions he made, both in the debate in the House and at committee. I also appreciate working with him. With respect to those comments, I think that what I am saying is that “reasonably foreseeable” means, as the minister has stated, that someone is on the path toward their natural death.

An Act to Amend the Criminal Code and to make related amendments to other Acts (medical assistance in dying)  Madam Speaker, in my view, the Supreme Court spoke to Gloria Taylor and people in the same class as Gloria Taylor. I do not believe the Supreme Court was speaking to someone whose death was not naturally foreseeable. We disagree as to what the terms of the Carter decision are. We actually completely disagree.

I rise today in the House to speak to Bill C-14, for the last time, I hope. Although it was sometimes quite heated, I think that the debate on Bill C-14 brought out the best in us as parliamentarians.

There have been many doctors' associations testifying before our committee that disagree.

An Act to Amend the Criminal Code and to make related amendments to other Acts (medical assistance in dying)  Mr. Speaker, I want to thank the Minister of Justice for her very carefully considered and very appropriate and thoughtful review of the Senate's amendments. I want to come back to the issue of “reasonably foreseeable”. The minister recognized that in the event that “reasonably foreseeable” were to be removed from the law, we would be changing the law in such a manner that different people who were never intended to be covered by the law would suddenly have grievous and irremediable illnesses.

Business of Supply  Mr. Speaker, there are two things. I repeat what I said during my speech, I believe that when something is illegal, regardless of a government's intention to make it legal, it is illegal. We all see what is happening in the Senate with medically-assisted dying. Who knows, despite the House of Commons willingness to make something legal, how the Senate is now going to react.

Business of Supply  Mr. Speaker, I thank my hon. colleague for her good question. Personally, I agree that police officers should spend their time on the things that are most important. I agree that decriminalization may help to distribute certain resources more effectively. However, I think that an attempt to save a few million dollars pales in comparison to the fact that we would be creating a system with no rules and no safeguards for keeping marijuana out of the hands of young people.
