Natural Resources  Mr. Speaker, the government has extended loan guarantees to the Muskrat Falls project. The Government of Newfoundland and Labrador is entirely responsible for the completion of this. It is part of the government's strategy to make sure that we are producing non-emitting sources of electricity, which will very much be a part of Atlantic Canada's energy future.

There are two indigenous leaders as part of this five-person panel. There are those who have long experience with the regulatory process.

Natural Resources  Mr. Speaker, the member perhaps may want to reflect on what he just said about distinguished Canadians, including grand chiefs, both in Saskatchewan and in British Columbia, that he is accusing of being corporate hacks. That is not the kind of respectful discourse that will create some credibility for the regulator trying to do a good job for Canadians.

Natural Resources  Mr. Speaker, the government had indicated its support for Keystone XL, and it also said that it was disappointed when President Obama saw it a different way. All of the necessary approvals in Canada are in place. They have not timed out. If the company decides that it wants to introduce it once again, the government will, as it was before, be supportive of the application.

Natural Resources  Mr. Speaker, as the member knows, the project was badly mishandled and the results of that have been cost overruns and budget delays, which have put the Province of Newfoundland and Labrador at risk. That is why the Government of Canada is guaranteeing an extension of a loan guarantee for $2.9 billion with a commercial fee attached.

Natural Resources  Mr. Speaker, the costs of the Lower Churchill project were mismanaged by former Conservative governments, putting Newfoundland and Labrador at financial risk. I am pleased to inform the House that we will guarantee up to an additional $2.9 billion in debt using commercial terms of a guaranteed fee of a half basis point above the federal rate.

Natural Resources  Mr. Speaker, it is important to provide the provinces with a source of clean and reliable energy to meet their energy needs. We are monitoring the projects and working closely with the province. Under the existing agreement, it is the province's responsibility to cover the increases in cost.

Natural Resources  Mr. Speaker, as I said, to provide provinces in Canada with clean, renewable sources of energy is absolutely consistent with the goals of this government. We understand that it is very important that provinces have the opportunity to make sure that their electrical systems are intact so that we can, as the Minister of Environment and Climate Change says almost every day in this House, find sustainable ways to reduce greenhouse gas emissions in Canada.

Natural Resources  Mr. Speaker, we are proud to support ENERGY STAR, a symbol that identifies products and new homes that meet or exceed high efficiency standards. Earlier this year, I presented the 2016 ENERGY STAR Canada award at the Manitoba hydro building in Winnipeg, one of the most energy efficiency buildings in the world.

The Environment  Madam Speaker, every once in a while, the member rises in her place and wants to decide herself what the government should do about a project that is currently in front of the regulator. The National Energy Board will look at evidence and I am sure would be very pleased to consider what the hon. member has to say, but for the government to respond to that question and kill a project that has not yet been considered would be irresponsible.

Business of Supply  Mr. Speaker, the message would be that the Government of Canada understands the importance of jobs in the forestry sector in British Columbia, and that the Minister of International Trade is working diligently in negotiations with the United States to come up with a deal that will be in the interest of both sides of the border.
