Committees of the House  Madam Speaker, the Conservatives often talk about abolishing the carbon tax to help people cope with the increased cost of living. I think there are other ways to achieve this, since the carbon tax is a good way to combat climate change. The Bloc Québécois has made a few suggestions, such as doubling the GST rebate for quarters in which inflation surpasses the Bank of Canada's target, increasing the monthly Canada child benefit in accordance with inflation and providing targeted support for the sectors that are suffering the most from increased input costs.

Committees of the House  Madam Speaker, the third recommendation in the report calls on the government to factor in population aging in the provinces and territories in the formula for calculating the Canada health transfer. Just this afternoon, Quebec's entire medical community called for a health care summit to be held so that the federal government can consult with stakeholders and the provinces and territories.

Climate Change  Mr. Speaker, the IPCC report says that we have three years to reduce and cap greenhouse gas emissions. The UN Secretary-General even said, “Investing in new fossil fuels infrastructure is moral and economic madness.” That brings us to the new Bay du Nord project. This project is madness, plain and simple.

Climate Change  Mr. Speaker, according to this morning's IPCC report, we have three years to save the planet. Our greenhouse gas emissions must peak within the next three years and then fall by 48% by 2030. The Minister of Environment and Climate Change tabled a plan last week, but despite his promises to the contrary, it contains no targets for peak fossil fuel production or emissions.

The Environment  Mr. Speaker, the minister often presents carbon capture and storage as the miracle solution. However, investing in that area is not the same as leaving fossil fuels behind but, rather, subsidizing the industry's operations for longer. There are 400 scientists who have written to the minister about this wrong approach.

The Environment  Mr. Speaker, tomorrow, the Minister of Environment will attend the Globe Forum to plan getting to net zero by 2050. That is where the minister will be presenting his emission reduction plan, as required by the legislation passed last June. To be credible, Canada has no choice but to immediately tackle its largest polluter, the oil and gas sector.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I thank my colleague for his speech. I agree with him that the increase in the cost of living is deplorable for the people in his riding and those in mine. We need to find a way to help our constituents with the rising cost of rent, food, gas and so on. In my opinion, slashing the carbon tax is not the solution, and it is not a good idea either.

Business of Supply  Madam Speaker, I thank my colleague and her party for bringing this issue forward today. Like most of my colleagues, I believe the rising cost of living is having a big impact on people in my riding who are trying to make ends meet. With the rising cost of rent, groceries and gas, it is becoming harder and harder to get by, so I think this surtax is a good idea.

Public Safety  Mr. Speaker, that is not enough. Every time there is a shooting, we ask questions. Every time, the minister answers that he is taking action, that he will take action or that he is aware of the situation. However, there is no sign of concrete action. We only hear rhetoric, and the situation is getting worse.

Public Safety  Mr. Speaker, today, Montreal is recovering from a brutal weekend. Five armed attacks were committed within a 48-hour period. It is a sad reminder that the wave of violence afflicting our city did not resolve itself while our attention was elsewhere. Montreal is still in the grip of a gang war that has been escalating for the past three years.

Public Safety  Mr. Speaker, $250 million is good, but it is not enough. The gang war that is going on right now is affecting the entire greater Montreal area. In Laval, gun violence has more than doubled over the past three years, but the flow of guns still has not been stopped. Illegal firearms continue to find their way in without the federal government taking any serious action.

I keep hearing the same comment today. People are saying that they do not want to hear about Quebec anymore and that Quebeckers are being annoying with this motion.

I do not think that demographics should be the only factor determining the distribution of seats in the House of Commons. I think that cultural, historic and regional contexts need to be taken into account, as my colleague pointed out.

I will come back to that a little later. I am very pleased to be speaking about this matter today. I was listening to the speeches by my leader and my House leader this morning, and it was music to my ears to hear them stand up for Quebec.

Online Streaming Act  Madam Speaker, I thank my colleague for his speech, which I really enjoyed. I especially liked the bit about quotas. When I was a little younger, hearing the same two or three songs by Ariane Moffatt and the Cowboys Fringants on the radio over and over bugged me even though I love those artists.
