Committees of the House  Madam Speaker, I thank my colleague from Winnipeg North for his observation. The member is quite right. A lot of committee work is excellent. There are a lot of good reports. They do not all come to the House. We are assuming that the minister will move forward, but when we look at actions without anything coming to the House, that is where the rubber needs to hit the road.

Committees of the House  Madam Speaker, I wish to share my time with my colleague, the member for Calgary Forest Lawn. I may be a new member of the Standing Committee on Citizenship and Immigration who was not directly involved in drafting the report and recommendations in its study, “Starting Again: Improving Government Oversight of Immigration Consultants”, but the report is relevant to all 338 members of Parliament due to the nature of its contents.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, I am certainly hearing that from people in Brandon—Souris, my constituency, and throughout the Prairies, as I had an opportunity to be in a few provinces over the last few days. It is a sad irony that we would allow Canadian money to go into an Asian bank to build pipelines in a foreign country that has a ghastly environmental record, when we will not allow money to be used for pipelines in our own country.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, that is an excellent question. I had an opportunity to be with my grandchildren on the weekend in Calgary, and one of the young ladies who was there with her own children, a friend of my daughter, asked if I was Mr. Maguire. I said yes and she said she wanted to tell me to keep up the good work, because we have to get rid of that guy.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, I can assure my colleague across the way in the Liberal Party that the finance department of the Government of Canada has indicated that it would not even get rid of the deficit in 35 years, never mind getting rid of the debt in 40 years. I do not know whether the member has the ear of the finance minister or not, because his own department is telling Canadians that it will not even reduce the deficit for 35 years, as I said earlier.

Budget Implementation Act, 2017, No. 2  Madam Speaker, I am pleased to join the debate on the Liberal government's second budget implementation act of 2017. As with all legislation, members of Parliament must weigh the consequences not only of what is found in a budget implementation act, but also what is not included.

National Impaired Driving Prevention Week  Madam Speaker, every day across Canada we know individuals who get behind the wheel of a car and make that dreadful decision of driving while impaired. I would be willing to suggest that there is not a single member in this House who has not been either directly or indirectly impacted by an incident of impaired driving.

Business of Supply  Madam Speaker, I have to remind my colleague that the money he is talking about is being spent in the next decade and so it is not likely that he will ever get an opportunity to spend it. I look forward to having that opportunity to put a housing program in place that is efficient and works.

Business of Supply  Madam Speaker, obviously we disagree in regard to the ethics of the finance minister, but he has had a lot of experience in government. He has a little more than I have in regard to the number of years he was in the Manitoba legislature. When I was there, he was one of two members in the Liberal Party, so I understand that he is voluminous in regard to speaking in the chamber.

Business of Supply  Mr. Speaker, I am glad that the member for Winnipeg North raised that issue, because I have the utmost confidence in the Ethics Commissioner's office. I do not have any confidence in Minister of Finance's ethics in regard to what I talked about in my speech today, including the things he has already paid a fine for.

Business of Supply  Mr. Speaker, my colleague is quite right. The government wants to talk about sunny ways, but there is a huge cloud hanging over the whole government these days. Canadians know about it, and we hear about it every day in phone calls, emails, and messages from them. Maybe it will turn into a thunderstorm.

Business of Supply  Mr. Speaker, I will be splitting my time with the member for Beauport—Limoilou. Trust is earned when actions meet words. It is unfortunate that today we are here in the House having to call out the finance minister for breaking the trust of Canadians. The Prime Minister and the finance minister arguably are the two most important, powerful officials in government.

Brandon Marlins  Mr. Speaker, I rise to pay tribute to the Brandon Marlins team, the management, and players from their 1999 to 2008 seasons for being chosen to be inducted into the Manitoba Baseball Hall of Fame, on June 2 next summer, in Morden, Manitoba. The Marlins were assembled in 1995 by a late great athlete, Neil Andrews, who, with the help of many others, recruited a great group of athletes who had played together since they were 10 or 11 years old.

Cannabis Act  Mr. Speaker, I appreciate my colleague's concern, but it is the biggest oxymoron I have ever heard. They obviously have not listened to what the Canadian public has said, and they are the ones bringing forward the licensing of recreational marijuana. Why the rush? If they need more time, they have lots of it.

Cannabis Act  Mr. Speaker, of course, that is exactly what I am speaking of today. After listening to the people at the five town hall meetings and other events I attended throughout the summer in my riding, I felt it necessary to offer the plan that I did. I even sent a letter to the parliamentary budget officer back in June, before the House rose for the summer, requesting all of the information around Bill C-45 and the enforcement bill, Bill C-46.
