University of Ottawa  Mr. Speaker, I rise today to congratulate the University of Ottawa and its 126 projects that will receive over $6 million in funding under the SSHRC talent program and insight development grants. The University of Ottawa is one of 79 universities to benefit from the $141 million to support close to 3,000 researchers at institutions across Canada.

The Francophonie  Mr. Speaker, on Saturday, a wave of collective action swept over 40 communities in Ontario and nine communities across Canada. The Franco-Ontarian flag even flew over Quebec's National Assembly in a unanimous show of solidarity. Over 14,000 people came out to protest against the Ford government's decision to scrap the Office of the French Language Services Commissioner and the proposed French-language university.

Does my colleague think we can look at this situation through the lens of lessons learned in other sectors? For example, in his hometown of Sudbury, economic cycles have caused ups and downs in the mining sector.

Last night, the Vanier Community Association, along with the help of the Vanier Community Service Centre, Crime Stoppers, Loblaws and Partage Vanier organized a fun-filled and safe Halloween fun zone for Vanier families.

Multiculturalism  Mr. Speaker, I am proud to see that our government is continuing its commitment to diversity by supporting organizations through increased multicultural funding in budget 2018. As part of the funding, the government announced that it would engage communities on the development of a new anti-racism approach that would bring communities and interfaith leaders together to find new ways to combat discrimination.

Persons Day  Mr. Speaker, it is an honour to rise today to recognize October 18 as Persons Day in Canada. On this day in 1929, women became legally recognized as persons. In 1927, five Canadian women began the fight to demand equal rights for women and to make their voices heard in the public domain.

I know we had this conversation in committee. After reviewing all the options, we realized that it was really up to the employer to carefully examine the problems identified in its workplace following the investigation.

Canada Labour Code  Mr. Speaker, all the participants really understood the importance of this, which is twofold: one, to have legislation that will protect and help those who are affected by harassment and sexual violence in the workplace; and two, to make sure we have tools to prevent this. This is a major issue, and we need to give our employees the power to understand that they can be protected, they should not be going through this and they should be supported.

Canada Labour Code  Mr. Speaker, I am having a hard time understanding what the member is looking for as an answer. However, when we worked on this bill with his colleagues, we made sure that we looked at both sides. We looked at how we can help employees or members in the workplace work together, and how we can make sure that it is a safe environment, that they have a process that will support them, and that they will be able to stay in their workplace and hopefully work in that environment after living through a critical situation.

I believe that women and men who live with harassment or sexual violence in the workplace need to have a space to be able to say no, and to get help, making sure they have the possibility of being supported by their employer.

Canada Labour Code  Mr. Speaker, we had that conversation, and a decision was made to ensure that the privacy of the person was protected. I truly believe the occupational health and safety committees play a role in helping to make this change in the current culture. It is crucial that we use them in this role and make sure we move forward to change and transform the culture in the workplace.

Canada Labour Code  Mr. Speaker, I am pleased to have a chance to speak to the proposed amendments to Bill C-65, an act to amend the Canada Labour Code regarding harassment and violence, the Parliamentary Employment and Staff Relations Act and the Budget Implementation Act, 2017, No. 1. I want to take this opportunity to thank the members of the other place for the effort they put into studying Bill C-65 and proposing the amendments we are considering and debating today.

Divorce Act  Mr. Speaker, I am very pleased to see that the committee will examine the proposed bill. I hope that will be done soon. I am pleased to see that there is probably an opportunity to improve this bill, which is already very well designed. When this bill was introduced, I held a round table in Ottawa—Vanier.
