Canadian Net-Zero Emissions Accountability Act  Madam Speaker, I thank my colleague, who also serves with me on the Standing Committee on Environment and Sustainable Development. According to the expert who appeared before the committee, it is quite clear that an objective is not a target. If a party that claims to advocate for the environment and says it wants to rely on science thinks that it is doing the right thing by setting a 2026 interim objective, well, it is not.

I actually have a hard time finding hope. I do manage to find it, however, in groups like Mothers Step In, where women and mothers join forces to stand up for their children and grandchildren.

Speaking of hope, when I see how my colleague from Joliette defends his files, it always fills me with hope. I found some very interesting data on the socio-economic benefits that the industry is always boasting about. An environmental engineer and professor at Université Laval, who is also an expert on pollution, said that over the past 20 years, as production and emissions reached unprecedented heights, the industry slashed jobs to cut costs, and public revenue from royalties and taxes dropped precipitously.

Does the left hand know what the right hand is doing? Not in Canada it seems. The increase in Canada's oil sands production is not compatible with the objective of attaining net zero.

Government Business No. 9—Canadian Net-Zero Emissions Accountability Act  Mr. Speaker, as members will see, my speech has a few things in common with the speech by my colleague from Central Okanagan—Similkameen—Nicola. I believe the Greens, the Conservatives and the Bloc Québécois all experienced the same frustration during the committee's study. The Bloc Québécois will vote in favour of Bill C‑12 anyway, despite its flaws, because we agree with the net-zero by 2050 target set out in the Paris Agreement.

Canadian Net-Zero Emissions Accountability Act  Madam Speaker, the Bloc Québécois does not agree with the use of closure. This is nothing new. The minister said earlier that the government had accepted amendments proposed by the Bloc Québécois. Let me just set the record straight. We tabled only one of the 33 amendments, and the Liberals still found a way to vote against it.

Canadian Net-Zero Emissions Accountability Act  Madam Speaker, I can assure members that the Bloc Québécois approached its committee work from a standpoint of wanting to improve the process and the bill. Unfortunately, only one of the Bloc Québécois's 33 amendments was agreed to. Nevertheless, I would like to concentrate on plans to increase Canadian oil sands development, which is incompatible with three things: limiting global warming to 1.5 degrees, achieving net zero by 2050 and hitting the targets for the milestone years in the act.

Business of Supply  Mr. Speaker, first, I would like to acknowledge the farewell speech you gave on Tuesday and to tell you that I hope I will still have the chance to work with you on the all-party caucus on the environment until 2023. That being said, the minister is being criticized for a lot of things, but with regard to the allegations of sexual misconduct against General Vance, he said that the nature of the accusations was not really important and what mattered was the action that was being taken.

There is already an official languages program in place. It is called the enhancement of official languages program or positive measures for official languages.

Project MKUltra  Mr. Speaker, about 60 families are taking the Government of Canada to court over Project MKUltra, which, as members will recall, was a CIA program to develop mind-control techniques. Some of these experiments took place in Montreal between 1957 and 1964. It is difficult to believe, but some Montrealers were unknowingly subjected to brainwashing experiments funded by Ottawa and the CIA.

Business of Supply  Madam Speaker, I thank my colleague from Carleton for his speech. He gave a lot of statistics and showed that it is easier for people who have a lot of money to buy homes. Towards the end, he started proposing solutions. According to item (b) from the motion, the first-time home buyer incentive was a failure.

Business of Supply  Madam Speaker, the parliamentary secretary indicated the amounts that have been given. Indeed, there was a bilateral agreement between Canada and Quebec for $3.7 billion, half of which came from the federal government. That is fine, except that it took three years to reach this agreement because the federal government always wants to dictate to Quebec how it should do things.
