Access to Information Act  Madam Speaker, I want to recognize the wonderful speech of my colleague from Mégantic—L'Érable. He touched on a lot of very good points. I want to reflect on the presentation of the member for Saint Boniface—Saint Vital. He said that the government did not want to respond to access to information requests because it was not in the government's best interests—not Canadians' best interests, but the government's best interests.

Petitions  Mr. Speaker, I too rise to present a petition from residents of Provencher, in the Ste. Anne and Richer area. As the member for Cypress Hills—Grassland just reported, they are also asking the House of Commons to specifically identify hospice palliative care as an identified medical service covered under the Canada Health Act.

Petitions  Mr. Speaker, I am sorry. I should have indicated before that I have two petitions to present. This petition is signed by many individuals. They are requesting that the Canadian government condemn the illegal arrest of Canadian citizen Qian Sun, who is 51 years old and a member of the Falun Gong practitioners, and that it call for her immediate and unconditional release.

Taxation  Mr. Speaker, Susan Yakabowich, one of my constituents, recently started up a small business that will help seniors remain in their communities after they retire. She started this new business after she got laid off from her 30-year career. She did not see that as a loss. She saw it as an opportunity to start a small business, put her skills to use, and improve her community.

Export and Import Permits Act  Mr. Speaker, what impact will this have on Canadians? The extra burden of keeping those additional records, storing them and maintaining them for six years, is an additional burden. If it were not an additional burden, it would not be something that would be extra. There is going to be a cost to that.

Export and Import Permits Act  Mr. Speaker, I know the hon. member for Saanich—Gulf Islands is always very thorough in her evaluation of bills, and I have great respect for the work she does in the House. However, I disagree with her on the point that it does not affect individuals and organizations. Section 7.1(1) in the agreement clearly states that individuals and organizations will be subject to that agreement, so that will directly require the information of individuals to be recorded and kept in a registry.

Export and Import Permits Act  Mr. Speaker, I, too, thought what I had to say was very interesting. I appreciate the fact that you have brought attention to that. Bill C-47 would also allow governments to create regulations that would demand firearm importers to report and keep all their import registry data for at least six years and have it available to government.

Export and Import Permits Act  Mr. Speaker, it is a delight for me to stand in the House again after a wonderful summer break to address the House on a very important issue. This is an issue that the Liberals sprinkled out at a time when they were introducing bills with much more severe and longer impacting consequences, with the hope that probably this bill would just be swept under the carpet and maybe not given the attention it deserved.

Statistics Act  Mr. Speaker, I want to thank my colleague and friend, the member for Sherwood Park—Fort Saskatchewan, for his excellent understanding of the bill and the facts and stats before us today. The rhetoric from the Liberal Party is often its commitment to statistics and evidence. The member for Sherwood Park—Fort Saskatchewan referenced Bill C-45, which is the marijuana legislation.

Business of Supply  Mr. Speaker, I want it on the record that I am a huge fan of historic spending on infrastructure. I like it, if it is done properly. The problem is that it is not being done properly by the Liberal government. Spending on infrastructure is an important investment, but it should be done by Canadians, not Chinese billionaires, and not rich Liberal elites.

Dominion of Canada  Mr. Speaker, 150 years ago, our forefathers wrestled with the question, “How will we describe this vast new Canada of ours?” The term “Kingdom of Canada” was suggested, but that did not quite fit. Then, during one of his daily Bible readings, Sir Samuel Tilley, one of the Fathers of Confederation, was struck by Psalm 72:8: “He shall have dominion also from sea to sea.”

Public Safety  Mr. Speaker, I too want to acknowledge the very good work our CBSA officers are doing and the RCMP in providing assistance in between our points of entry in apprehending these illegal migrants. However, the issue is still one of border security and maintaining our border integrity.

Public Safety  Mr. Speaker, I appreciate the opportunity to revisit the question I asked the Minister of Public Safety on February 21. At that time, I raised the matter of the influx of migrants illegally crossing the border into Canada from the United States, an issue that has been directly impacting residents in my riding, particularly those living in border communities like Emerson.

Cannabis Act  Mr. Speaker, in reference to the hon. government House leader's comment that a minister is a minister is a minister, that is not quite the way it is, because not all ministers have equal portfolios and equal resources for dispatching their duties. That needs to be recognized, and it has been in previous Parliaments.
