Income Tax Act  Mr. Speaker, first of all I think we need to realize that the tax cut the government is proposing today is not going to have a negative impact on anyone in society, other than those who may earn over $200,000 a year in income. That needs to be noted. Maybe the New Democratic Party could tell us if it agrees with the approach in the legislation toward TFSAs.

Income Tax Act  Mr. Speaker, it is a pleasure for me to speak to Bill C-2. I thank my colleague from Winnipeg North for sharing his time with me today. Bill C-2 would amend the Income Tax Act. It falls in line with what the Liberal Party said during the election campaign and what the Prime Minister said in subsequent days.

Indigenous Affairs  Madam Speaker, our government's over-arching commitment is to renew the relationship between Canada and indigenous peoples, based on recognition of rights, respect, co-operation, and partnership. The Supreme Court decision speaks to a renewal of that relationship and reaffirms that we are on the right path.

Indigenous Affairs  Madam Speaker, I am pleased to respond to the question from the hon. member for Kamloops—Thompson—Cariboo. I want to begin with a few words about this historic ruling, acknowledging, of course, that we are gathered on traditional Algonquin territory. The Supreme Court of Canada has made a landmark decision on a very important issue for Métis people, for non-status Indians, and for this country.

Indigenous Affairs  Mr. Speaker, I certainly want to thank the hon. member for Yukon for his hard work on this file. Bill C-17 is a great example of what can be achieved when governments work and listen in partnership with indigenous people and communities. The bill will pave the way for responsible resource development, increase investment and jobs, and re-establish a true partnership with the Yukon first nations.

Indigenous Affairs  Mr. Speaker, I thank the member for all the work he has done around the United Nations Declaration on the Rights of Indigenous Peoples. We are committed to the United Nations declaration. This is why we have changed our official position at the UN. It is why our minister has presented a new case for Canada and has offered our full support.

Indigenous Affairs  Mr. Speaker, I want to advise the House that we do take the issues around first nations, Inuit, and Métis communities in our country very seriously. We have made historic investments to right the wrongs in the treatment of indigenous people. We are going to continue to do so. We know many children and family services on reserve must be overhauled, and we are working to do that.

Indigenous Affairs  Mr. Speaker, we have a goal to move land claims forward in the country en masse. Many land claims have been left unsettled for a very long time, leaving indigenous communities without the means to manage and move forward in the way that they want to. Our government has made that commitment to indigenous people.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, we have been able to invest for small business in many ways throughout the budget. In fact, the more we spend on infrastructure, the more it benefits small businesses. The more we invest in industries like tourism, forestry, and mining, all of these small businesses that supply these sectors in the communities and regions across the country are benefiting.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, we certainly realize, understand, and support the need for further social equity investment across Canada, especially in programs around health and health care and in the area of mental health. Those are all areas that are being looked at by the government. There have been extensive discussions among the provinces and territories, something that has not occurred for a long time.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, palliative care is one of the priorities for our government. We have continued to talk about it. We are doing the work we need to do to build a better system of palliative care around the country. The Minister of Health has discussed this with a number of regional health authorities and other Canadians, as well as her colleagues.

Questions on the Order Paper  Mr. Speaker, insofar as Indigenous and Northern Affairs Canada, INAC, and its special operating agency, Indian Oil and Gas Canada, are concerned, the response is as follows. Regarding part (a) of the question, the minister has, as a matter of course, met and heard from numerous individuals and groups; however, there have been no formal consultations with respect to discretionary compliance measures available under the act.
