TELUS Communications  Mr. Speaker, workers at TELUS Communications have been without a contract for four years. These are TWU members who are supporting families in communities like Burnaby and Vancouver, B.C. The five B.C. NDP MPs are standing up together for these workers because the treatment that they have received from their employer is shameful.

Canadian Livestock Industry  Mr. Speaker, the reason for this continuing problem is very clear. We have a government that dithers and then dithers, and dithers some more. We are talking about missile defence where the NDP very clearly indicated early on with the mass of Canadian public opinion that it was extremely important that it be rejected.

Canadian Livestock Industry  The facts are, Mr. Speaker, that the government has done very little in facing this incredible crisis. It is not just members of the NDP who say this. The Canadian Federation of Agriculture has said that all the government is offering is empty words and no action. Cattle communities based right across the country are saying that the government has empty words and no action.

We support actual concrete steps that will make a difference in the farming communities across the country that have been horribly impacted by the lack of action of the government. We have always stood for that. We will continue to stand for that and we will continue to fight in this corner of the House for real concrete measures that make a difference.

Canadian Livestock Industry  Mr. Speaker, I thank the hon. member for Timmins—James Bay for his generosity in splitting his time with me. It is very obvious that we are in crisis. It is very obvious, in light of the events of last week relating to BSE and the blocking of exports at the U.S. border, that this key industry is continuing to experience massive financial and job losses.

Bankruptcy and Insolvency Act  It is certainly a betrayal of what is needed in Canada and it is a betrayal of election promises that were made by the Liberal government and the Conservative Party in the last election. I ask the member for Halifax what she believes is behind this total betrayal of students and young people across the country.

Bankruptcy and Insolvency Act  Mr. Speaker, I applaud the member for Halifax for her bill. During the federal election I knocked on over 6,000 doors in my community. One of the things I heard most regularly about was the number of young people who cannot go on to post-secondary education because of the post-secondary crisis that we are living through.

Financial Administration Act  Mr. Speaker, I thank the hon. member for his question. As he noticed during my presentation, I am concerned by the general lack of consistency in this government when it comes to our public service, while its employees make such a big contribution to Canadian life, and work hard to represent their country.

Financial Administration Act  Mr. Speaker, I am somewhat stymied by this third reading of Bill C-8. During the debates held in the House at second reading, we discussed Bill C-8 extensively. At the time, we raised a number of questions that have yet to be answered by the government, but that are very valid questions regarding the purpose of this legislation and the objectives of the government.

Supply  Mr. Speaker, the member for Churchill made a very impassioned and eloquent intervention. She mentioned the aboriginal healing fund and that $43 million was expended in administration charges, much more than 15%. Given the fact that there is great need in the member's riding and across the country, it is quite appalling that so much would be spent on administration rather than dealing effectively with the issues at hand and the great need that is out there.

Supply  Mr. Speaker, the member for Ottawa Centre has been extremely impassioned to ensure that the public service does not become another victim of the old Liberal arrogance coming back. In this corner of the House we are appalled by the fact that there has been no consultation for this plan, a plan that was thrown out or leaked a few days ago, and apparently may be in the budget tomorrow.

Supply  Mr. Speaker, we see the old Liberal arrogance coming back. It is as if the government did not understand the message of June 28, 2004. What we saw that with the introduction of Bill C-31 and Bill C-32. There was no plan or consultation. The Auditor General has clearly indicated that we need to have this oversight provision to ensure we see value for money, for Canadian public funds, on foundations.

Supply  Mr. Speaker, the President of the Treasury Board cited the Auditor General a number of times and seemed to indicate that there was an ideological difference between the Auditor General and the government on this question of auditing foundations. I certainly disagree because the Auditor General has been very clear that she does not feel there is satisfactory knowledge about how the funds are being used within the foundations given that we do not audit them.

Supply  Mr. Speaker, it is fair to say that we have nothing to learn from a government that has not even put an auto policy in place. We have nothing to learn from a government that on its watch has led Canada to the second highest per capita emission of greenhouse gases in the world, with emissions growing at 1.5% every year, We have nothing to learn from a government that has a 90% failure rate when it comes to voluntary greenhouse gas reduction efforts, a 99% failure rate when it comes to energy efficient housing and a planned 20% reduction that has developed into a 20% increase.
