Business of Supply  Mr. Speaker, I always appreciate the good humour of my hon. colleague. For my entire history as a mayor and a city councillor, which lasted for 20 years, I dealt frequently with the police on issues related to marijuana. I was constantly faced with the situation where the police agreed that the current mechanisms that we used to stop people from possessing small amounts of marijuana and the de-focus on what really should be their primary attention on important crimes was a problem.

Business of Supply  Mr. Speaker, let me underline that when I talked about his experience, I was not talking about him as a consumer but rather as a Canadian expert in the field who will help us on the path to legalization, but restriction and regulation along with it. He is going to be working with a team of experts in many different fields.

Business of Supply  Mr. Speaker, I will be sharing my time with my hon. colleague from Saint-Léonard—Saint-Michel. The member is definitely the best dressed member in this chamber. Given that this is the first time I have risen today, I want to express my condolences to the victims, their families, and their friends for the horrible murder, terrorist act, hate crime, which occurred in Orlando.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, on the Canada child benefit in terms of amount, I do not believe there is any intention that I have seen in this budget to change the actual amounts that families would be yielded under the benefit. I would have to review the document for the future years in terms of how the member is calculating it, but I do not believe there is an intention to decrease the actual amounts received per child in future subsequent years.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I do not believe that the amount he is referring to, whatever the court costs are, relate to money that would be spent in Bill C-15 or under the budget itself. I know that the hon. member will join me in saying that since I personally do not have the knowledge of this particular case before the court, I would hardly be in the right to talk about it now.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I had started my speech by talking about the Canada child benefit, because I believe it is probably one of the most innovative and important elements of this budget. The Canada child benefit directs money to those who need it the most. Couples or singles who are raising children, earning under $30,000 in income per year, will get $6,400 tax free for children below the age of six, and $5,400 tax free for children between 6 and 18.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I was talking about the measures in Bill C-15 to help our seniors. I believe that it is very important to take note of all the measures for seniors in Bill C-15 and in the budget. I was talking about the guaranteed income supplement and the extra 10% that single seniors can receive, up to $947 per year.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, one thing I would like to have my hon. colleague's opinion on relates to municipal funding in the budget. As a former mayor, I heard wonderful reviews at the Federation of Canadian Municipalities convention this past weekend about the government's plans to fund infrastructure for municipalities and the empowerment of municipalities.

Town of Mount Royal  Mr. Speaker, last week I was joined by Town of Mount Royal Mayor Philippe Roy and the TMR town council as we unveiled a plaque declaring TMR a national historical site of Canada. The city was designed by Frederick Todd, an urban planner strongly influenced by the City Beautiful and Garden City movements.

Criminal Code  Mr. Speaker, I want to clarify that at committee we did adopt two amendments related to conscience; one in the preamble and one in the body of the legislation. In fact, the amendment put forward yesterday was one that was defeated at committee, because there was no agreement at committee that the institutions should avail themselves of these protections but that simply individuals should.

Criminal Code  Mr. Speaker, I very much appreciate the excellent speech by my friend from Surrey Centre, and I want to reiterate what he said. Both in the bill and in the preamble, there are conscience exceptions for individuals, which was agreed to by all members of the committee. However, many members are concerned about advance directives.

Criminal Code  Madam Speaker, my friend from Pierrefonds—Dollard talked about a balanced approach. I am sure he is aware of the court decision yesterday that stated that a non-Canadian citizen had the right to exercise medical assistance in dying in the absence of legislation that clearly set out what Parliament intended for medical assistance in dying.

Criminal Code  Madam Speaker, the member for Drummond mentioned palliative care. Perhaps he is not aware that at committee we inserted palliative care in the bill twice, in the preamble and in the bill. In the preamble we stated that palliative care, and the Minister of Health's requirement to work with her provincial and territorial counterparts on palliative care, was an essential issue that needed to be done.

Criminal Code  Madam Speaker, I am sure that my hon. colleague inadvertently stated something that is not correct, which is that conscience amendments were not added to the bill. We did have a conscience amendment that was drafted in conjunction with the member for St. Albert—Edmonton, the member for Victoria, the member for Central Nova, and I, which is in the bill.
